Wage Range: $55,000.00 to $ 70,000.00 per year.

Basic Responsibilities:

Maintains financial tracking system for grants according to OMB Circulars and specific federal agency regulations in close coordination with Grant program and financial team. Provides ongoing information, advice, and counsel to federal grant and contract directors and staff regarding all aspects of the financial status of federal grants and contracts based on continuous monitoring of project performance in relation to the budget.

Analyzes grant expenses for compliance with federal regulations, coding, and budget constraints and invoices federal government on an as needed basis for contract work completed. Performs on-site monitoring visits at sub-recipient locations. Assists with development of contracts and agreements with sub recipients and subcontractors and advises staff on procedures such as travel, procurement, purchasing, and other grant requirements.

Creates and executes activity-based tracking and reporting tool as part of agency quarterly reports. Prepares financial reports by required deadlines and runs monthly financial reports and composes analytics. Assists Financial Grant Manager in preparing the indirect cost rate proposal annually.

Responsible for month-end journal entries, reconciling all grant related balance sheet accounts and cash account monthly. Responsible for all applying cash and ACH payment in Netsuite. Performs the monthly processing of cash requests, reconciliation of monthly subrecipient reports, and other administrative tasks.

Performs a general review of purchasing card entries to ensure accuracy, compliance, and completeness within five days after each submission and serves as point of contact for staff and vendors on payment related issues. Evaluates compliance under OMB 2 C.F.R. Part 230, and specific federal agency regulations as noted and referred to in the grant agreements.

Formulates solutions for any weaknesses identified in the form of processes and controls and monitors subrecipient requests and records for compliance with federal regulations. Participates and assists with the development of the annual budget, forecasts, and projections and supports the annual audit and single audit with information and documents and completes the SEFA. Processes the semi-monthly grant payroll and prepares the related journal entry.

Qualifications:

Requires a Bachelor's in Accounting, Business Administration, Finance, or related.

Position requires at least 2 years of related experience, which must include some experience in the following skills: Financial accounting principles, standards and practices, including GAAP; Grant accounting, federal guidelines (OMB Circular); Grant lifecycle, from proposal development and submission to grant closeout; Cost principles, allowable expenses, and reporting guidelines to ensure proper use of grant funds; Payroll processing and payroll rules and regulations; and Financial analysis tools, including income statements, projections, grant forecasts, grant balances by category, and trend analysis.
