Position Title Grant Accountant FLSA Exempt FT/PT Full Time Hours Per Week 37.5 Work Schedule Monday - Friday Grade 15 Minimum Compensation $65,449 General Responsibilities

GENERAL RESPONSIBILITIES

Employee is responsible for managing the College's grant accounting, internal controls, invoicing, and financial reporting requirements for all federal, state, local and other grants, including direct lending. Employee will work with the grants coordinator on grant proposals to provide financial guidance for grants. Employee will set up cost centers and budgets; and prepare annual set up and close out of the restricted fund. Employee prepares financial reporting and reviews narrative reports, to ensure compliance with fiscal grant provisions. Employee will also work with grant cost center managers and grant monitors to provide assistance with accounting, budget, reporting, and compliance, as needed.

WORK PERFORMED

  • Responsible to assist the grants coordinator and grant cost center manager in preparation of the grant proposal and budget submissions as needed.

  • Responsible for the training of grant cost center managers on financial responsibilities prior to the start of a grant. Maintains ongoing training for grant cost center managers in budget development, grant reporting and close out of grants.

  • Responsible for grant accounting and monthly review of grant cost centers for proper budget, expenses, encumbrances, and accruals. Prepares detailed analysis of grant accounts as necessary.

  • Responsible for the development, review and monitor of accounting controls over grants includes maintaining the grant portion of the chart-of-accounts, updating grants at a glance workbook, and maintaining organized electronic records for each grant.

  • Responsible for all financial reports, surveys, state, and federal reporting related to grants including the annual schedule of federal awards (SEFA) audited financial report. Assists grant cost center managers with reporting to ensure accuracy and compliance in a timely manner.

  • Responsible for the annual budget development process for grants. Coordinates the process ensuring grant managers, the foundation accountant, and the grant coordinator provide input. Responsible for preparing the grants portion of budget book.

  • Ensures fiscal compliance with federal and financial aid guidelines and legal requirements of grants, including reconciliation of expenditures between the financial aid office and the finance office.

  • Responsible for cash management of all grants, including invoicing and monitoring grant payment/reimbursement.

  • Responsible for grant compliance with time and effort reporting. Employee tracks and maintains monthly submissions for all federal grant employees.

  • Responsible to monitor grant wages, monthly encumbrances for wages and benefits, and records MHEC retirement expense and monthly encumbrance for grant retirement.

  • Responsible to record the monthly indirect cost for grants.

  • Responsible for the preparation and coordination of the audit for the college indirect cost percentage calculation.

  • Responsible for coordination with auditors for all related audit schedules and reconciliations related to grants including the SEFA.

  • Responsible for preparing scholarship and loan analysis for year-end, determining proper year for expenditures and classifying entries in accordance with GAAP. (Reduction of revenue versus recording of an expense.)

  • Responsible for monitoring all student loans for cash management compliance, review the monthly reconciliation of direct lending funds and Pell funds between COD system reports and G5 reports to the general ledger. Work to resolve discrepancies.

  • Employee will work with the foundation staff to coordinate the transfer of donations to the college and proper accounting and use of those donations.

  • Employee will work with special funds under the direction of the associate director of finance or the director of budget and finance; assisting with coordination, accounting and billing as needed.

  • Assists grant managers with questions, concerns, and revenue or expense analysis as needed.

  • Recommends, implements and coordinates day-to-day policies and procedures for the accounting of grants.

  • Works with IT to develop reports and enhancements to the accounting system, as related to grant accounting.

  • Performs additional duties as assigned.

Minimum Education Required Bachelor's degree Minimum Number of Years Experience Required 3 Other Knowledge Required

KNOWLEDGE REQUIRED

  • Bachelor's degree required, Accounting preferred.

  • Minimum 3 years of experience with grant accounting or equivalent accounting work.

  • Knowledge of accounting procedures and principles as they relate to all areas assigned.

  • Extensive experience using computerized accounting software including spreadsheets and word processing software.

  • Experience with Ellucian's Colleague, Synoptix, and Business Objects, preferred.

  • Training and certifications related to grant administration preferred; willingness to obtain training and certifications as needed.

OTHER REQUIREMENTS

  • Ability to analyze accounting and administrative systems to ensure accuracy and recommend and initiate modifications if necessary.

  • Ability to use own initiative to locate and resolve problems.

  • Ability to coordinate with other areas of the college and external agencies to perform duties.

  • Ability to interact tactfully and to deal courteously and effectively with others.

  • Ability to communicate effectively, both verbally and in writing.

  • Ability to maintain strict confidentiality.

  • Ability to manage multiple projects effectively through prioritization and organization.

  • Performs all duties while considering the impact of any actions on the college's sustainability initiatives in the areas of environmental stewardship, social responsibility, and economic prosperity.
