Hennepin County's Transportation Project Delivery department is seeking a Graduate Traffic Engineer to join the design division. This position will be responsible for performing traffic engineering design functions as well as all phases of project development for roadway reconstruction projects.

Location and hours:

This position is hybrid and will be performed both on-site at the Public Works facility, 1600 Prairie Drive, Medina, MN 55340 (minimum of one day per week) and remote as job duties require. Typical business hours will be Monday through Friday 8 a.m. to 5 p.m. but may vary depending on projects. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:

  • Prepare, perform, direct tasks in the design, and review of plans, special provisions and cost estimates for traffic engineering design elements including signals, signing, striping, lighting, staging, ITS, and temporary traffic control by applying current policies, practices, and standards.

  • Perform, complete, and coordinate the development and review of traffic engineering analysis, modeling, and reporting.

  • Serve as project manager on select in-house and consultant design projects and/or serve as a project liaison to city or MnDOT led projects on county facilities.

  • Work closely with other jurisdictions and committees to achieve project consent.

  • Create, lead and facilitate presentations and discussions at internal and external project-related meetings.

  • Research and prepare complex engineering reports, narratives, charts, graphs, and visual aids.

  • Provide assistance as needed to other divisions within the department.

Need to have:

  • Bachelor's degree or higher in civil engineering or other engineering field appropriate to the position.

  • Registration as an Engineer in Training (EIT) with a State Board of Registration or the ability to acquire registration within six months of hire.

  • A valid driver's license and the ability to obtain a Hennepin County driver's permit.

Nice to have:

  • Experience:

  • Traffic engineering on preliminary and final design tasks including design of signals, signing, striping, temporary traffic control; conducting traffic operations analysis and preparing traffic operations analysis reports.

  • Supervising, coordinating, and evaluating the work of technical staff.

  • Using MicroStation/Openroads Designer, SignCAD, AutoTURN, Synchro/SimTraffic, VISSIM, RODEL.

  • Working in roadway design.

  • Working with Minnesota Department of Transportation and MnDOT State Aid.

Knowledge of:

  • Trip generation, traffic forecasts, safety analysis, traffic signal timing, traffic counting programs, warrant analysis.

Ability to:

  • Establish and maintain effective working relationships with other county, federal, state and municipal staff, public officials and the general public.

  • Demonstrate examples of exhibiting high levels of organization and attention to documentation needs.

  • Coordinate work with county and contract staff for successful project completions.

  • Communicate and present technical and sensitive information effectively, both verbally and in writing.

  • Read and interpret the MnMUTCD, MnDOT Standard Design Manuals and Technical Memos, construction plans, specifications, and other written forms.

  • Schedule, prioritize and balance several tasks.
