VIEW JOBS 9/19/2018 12:00:00 AM 2018-12-18T00:00 Program Supervisor IVThe Home Manager serves as the department supervisor of all ICF-IID Residential Services Staff and is responsible to the ICF-IID Services Program Director. This position is responsible for ensuring that care, quality active treatment, training and support activities are completed for all individuals served in the residential setting according to all applicable standards, regulations, policies and procedures. This position also provides both direct and indirect administrative supervision of direct contact, clerical and professional staff assigned to the department. This position will ensure that a safe and sanitary living environment is maintained for the individuals served in their homes. The position may delegate portions of these responsibilities and sufficient authority for fulfillment; however, will not relinquish overall responsibility for the results. Home Manager will update and revise OJT manual, to ensure the highest level of competency is obtained by all NEO staff. The position will attend meetings, serve on committees, and perform other specific tasks as directed by the ICF-IID Services Program Director. This position works under limited supervision with considerable latitude for the use of initiative and independent judgment.Essential Job Functions: Attends work on a regular basis and may be required to wok a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned. 1. Provides direct and indirect supervision of staff as assigned by the ICF-IID Services Program Director. 2. Communicates regularly with staff regarding significant events/occurrences and issues concerning individuals served. Participates actively in facility planning activities. 3. Ensures that care, quality active treatment, training and support activities are completed for all individuals served in the residential setting. 4. Uses knowledge and experience to conduct a Positive Performance Management program. Ensures that all ICF-IID Standards, JC standards, State and facility policies as well as the POI Settlement Agreement are successfully implemented. 5. Conducts surveys and/or reviews and monitors to determine compliance with certification requirements, laws, regulations, policies, standards and procedures. 6. Prepares administrative reports, studies and assigned specialized research projects. 7. Implements interventions, protections and subsequent monitoring of critical incidents. 8. Provides quality leadership through modeling, coaching and mentoring. 9. Provides training to identified staff in areas of professional development and continuing education. 10. Demonstrates flexibility to accept additional responsibility for complex tasks as needed. 11. Assists with the review of program area functions and operations, identification of areas in need of change, development of plans to improve and initiate programs to address areas of concerns including the maintenance of OJT manual to ensure NEO staff competency. 12. Assist in the development of policy and procedure manuals. 13. Other duties as assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Knowledge Skills Abilities: 1. Knowledge of local, state and federal laws related to the human services program area. 2. In depth knowledge of leadership and management tools, techniques, and processes. 3. Proven ability to successfully plan, implement, supervise and evaluate programs of human service delivery. 4. Demonstrates excellent communication skills both verbally and in writing. 5. Ability to work independently and cooperatively in a teamwork situation, and to work harmoniously in general with co-workers. 6. Ability to solve high level problems, make decisions and use sound, independent judgment when dealing with critical incidents. 7. Proven ability to demonstrate flexibility and willingness to accept additional responsibility as the need arises. 8. Knowledge of working with Microsoft Word and Excel and other Microsoft Office programs.Registration or Licensure Requirements: Must possess valid Texas driver's license or obtain it no later than 90 days after hire date. Applicants with an out of state driver's license must provide an original certified driving record from the state of driving licensure. Eligible driving record required based on HHSC Fleet Management policy. Initial Selection Criteria: Graduation from an accredited four-year college or university with major course work in a field related to the assignment. Experience overseeing programming in an ICF setting. Three (3) years supervisory experience preferred.
