Position Description

Effective July 4, 2024, the pay scale for this position will be $55,120 - $87,276.

Anne Arundel County Government is currently hiring for a full-time, safety-sensitive permanent Grading and Sediment Control Inspector (Environmental Control Inspector) position in the Office of Inspections and Permits. This is a Safety Sensitive position and employees in this position are subject to Controlled Dangerous Substance (CDS) and Alcohol Testing.

This is skilled work in securing and maintaining compliance with the approved plans, County and national codes, and regulations governing stormwater management and erosion and sediment control in construction projects.

NATURE AND VARIETY OF WORK

Work involves responsibility for effecting compliance with legally established codes and regulations for the county soil erosion and sedimentation and stormwater management programs. Work includes the application of discretion and judgment in the interpretation of pertinent codes and regulations and in making inspections. Work is performed under general supervision within established policies, regulations, and technical guidelines, and is reviewed by a superior through conferences and reports.

Examples of Duties and Knowledge, Skills and Abilities

Conducts soil erosion and sedimentation control and stormwater construction inspections; conducts construction meetings; makes minor field adjustments in plans; and investigates complaints and code violations.

Performs stormwater management construction and monitoring inspections of stormwater management practices for subdivisions, single-family dwellings, and facilities.

Advises contractors, land owners, and others regarding soil erosion and stormwater codes and regulations.

Assists in the review of applications and issues permits; investigates possible or actual problems and complaints; and initiates corrective actions.

Prepares written inspection reports as per County Code and maintains necessary records and reports; and attends seminars.

Performs related work as required.

KNOWLEDGE, SKILLS, AND ABILITIES

Considerable knowledge of soil erosion and sedimentation control methods and techniques.

Considerable knowledge of construction methods and procedures.

Ability to inspect complex construction projects for compliance with soil and erosion control regulations.

Ability to read and evaluate complex grading and construction plans.

Ability to enforce and interpret regulations with firmness, tact, and impartiality.

Ability to plan, assign, and supervise the work of subordinate inspectors.

Ability to establish and maintain effective working relationships with subordinates, contractors, land owners, and the public.

Ability to communicate effectively, both orally and in writing.

Minimum Qualifications

Education: Graduation from high school, including or supplemented by courses in plan reading.

Experience: Two (2) or more years of experience in erosion control practices and infrastructure installations or a related field; a Maryland certificate in training for erosion control or ability to obtain the certificate within six months of hire; and a valid non-commercial Class C motor vehicle operator's license.

NOTE: Courses in plan reading may be substituted with skilled work in reviewing, implementing, or enforcing minimum standards of construction and/or grading plans.

Preference will be given to candidates with the following:

1.Experience and knowledge of grading and stormwater management control practices.

2.Experience conducting stormwater management facility inspections during and after construction, stream channel outfall investigations, and as-built stormwater management inspections

3.Experience reviewing, reading, and interpreting as-built plans, grading plans, writing inspection reports, and enforcing compliance with approved plans

4.Experience with computer programs; specifically excel, word, PowerPoint, Google Workspace, and GIS/mapping programs.

5.Excellent communication skills, oral and written.
