Position Summary

The Contingent Staffing Solutions (CSS) Group provides alternative staffing support focused on "future of work" solutions from forecasting to execution across all sectors of Deloitte's Federal Practice. The CSS Group combines Contingent Workforce Services (CWS) support with Independent Contractor capabilities to augment Deloitte's traditional subcontractor staffing (pre and/or post award).

Work You'll Do

Work directly with Federal client engagement teams to advise, strategize and execute Independent Contractor Agreements. Immediate responsibilities/expectations after training period would be:

  • Provide support to the development, review, and basic negotiation of Independent Contractor Agreements (ICAs), subcontract and flow-downs, modifications, NDAs and TAs consistently with company policies.

  • Identify risk factors in prime solicitation, ICA proposal, Representations and Certifications submitted, Cost and Price Analysis findings, and Subcontractor Statement of Work. Inform/escalate to leadership any concerns.

  • Assist in the development and execution of negotiation strategies.

  • Advise business leaders on procurement matters related to Independent Contractor Agreements (ICA) in assigned portfolio.

  • Ensure the timely reporting of subcontract data entry into various systems and monitor data updates.

  • Demonstrate increased proficiency in executing operational and compliance procurement actions.

  • Resolve discrepancies related to subcontract documents and ensure data quality and accuracy.

  • Create and review procurement file documentation and ensure compliant with regulations.

  • Correspond with internal and external customers in a timely and professional manner.

  • Support audit response activities as required.

  • Make recommendations, support and contribute to new process improvement strategies.

  • Perform other job-related duties as assigned.

The Team

The CWS Federal Independent Contractor Team has members across the US and India supporting all sectors within the GPS federal practice with their independent contractor agreements, on-boarding and maintenance.

Qualifications

Required:

  • 5+ years of relevant professional experience working with Government Contracts

  • Familiar with contractual and regulatory requirements (ie. FAR, DFAR, AIDAR, etc.) to ensure all procurement activity performed is completed in a compliant manner and in accordance with company policies and procedures.

  • Demonstrated proficiency with MS Outlook, Excel, PowerPoint and TEAMs as well as Internet research tools

  • Bachelor's degree

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

  • Ability to travel 5-10%, on average, based on the work you do and the clients and industries/sectors you serve

Preferred:

  • Previous experience supporting Federal clients with contingent staffing needs.

  • Previous experience supporting the Federal clients aligned with the team of assignment (i.e., Civilian, Healthcare, Defense, Justice).

  • Use of Deltek Costpoint, VantagePoint and OpenText.

  • Effective understanding of emerging IT concepts and tools. Ability to converse with IT professionals (at all levels) regarding IT skill requirements.

The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $66,200.00-$121,800.00.

You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
