POSITION SUMMARY:

The Grant Manager, under the direction of the Housing Director, will provide oversight of grant policies and procedures, agreements, budgets, documentation and reporting. The position will work with the Housing Authority staff to coordinate grant-funding proposals, submissions, awards, and reporting activities across Housing Programs.

The position will assist in grant and agreement data collection and management and will submit monthly, quarterly and annual reports as directed. The position's work will involve participation in staff meetings, identifying opportunities for and ensuring maintenance of grant funding and coordination among Housing Programs for efficiency, excellence in services, and for strategic growth.

ESSENTIAL FUNCTIONS: (includes, but is not limited to, the following)

  • Establishes and oversees administrative procedures to meet grant objectives

  • Prepares and maintains records and reports, such as budgets, personnel records and grant targets

  • Interprets federal and other funder guidelines and requirements

  • Works with Housing management to identify priorities and collect grant related data

  • Prepares grant budget and application; reviews applications for funding and process

  • Translates program requirements into contract terms in consultation with Housing management

  • Develops or ensures development of grant and agreements requirements containing quantifiable specifications and measurable performance criteria

  • Works on behalf of the Housing Authority to negotiate and clarify contract issues

  • Composes contract wording and calculates contract payment rates and amounts

  • Administers budgets, reporting, and other management requirements with Housing staff or contractors

  • Reviews plans/agreements, schedules, budgets, progress reports, or other grant/contract monitoring instruments to ensure contract or grant project/program performance

  • Leads the implementation of the Housing Authority strategic plan monitoring progress and outcomes

  • Identifies and resolves problems

  • Assures appropriate and timely correction of grant administration and/or contract compliance issues

Immediate peers, peers in other departments, immediate supervisor/manager, managers in other departments, Executives, Housing Authority Board of Commissioners, Board of Directors, customers, outside vendors/service providers and other collaborative governments and organizations.

PHYSICAL REQUIREMENTS:

The work environment characteristics described here are representative to those an employee encounters while performing the primary functions of this job. Normal office conditions exist, and the noise level in the work environment can vary from low to moderate.

While performing the duties of this job, the employee may be required to frequently stand, walk, sit, bend, twist, talk, hear and perform repetitive motions. There may be prolonged periods of sitting, keyboarding, and reading. The employee must occasionally lift and/or move 10 pounds.

Specific vision abilities required by this job include reading, distance, computer, and color vision. Talking and hearing are essential to communicate with the community, visitors, employees, and vendors. There are a number of deadlines associated with this position.

The employee must be able to handle frequent interruptions and must also multi-task and interact with a wider variety of people on various and, at times, complicated issues. Limited overnight travel may be required from time to time.

REQUIREMENTS:

Education: Bachelor's degree in Business Administration, Accounting or a related field or five years demonstrated ability in relevant work experience may be considered in lieu of degree.

Experience: Minimum of three years of grant/contract coordination experience with responsibility for obtaining and monitoring the use of grant funds and/or negotiating and administering public or private service contracts is required in addition to above stated education requirements. Experience locating sources of available grant funds, writing grant proposals, overseeing grant funded project budgeting, recordkeeping, and reporting is needed.

Certification/License: Will be required to complete and pass pre-employment drug testing.

Knowledge, Skills and Abilities:

Knowledge of grant coordination procedures is required. Ability to troubleshoot and identify resources is needed.

Must have strong written and verbal communication skills to handle sensitive and confidential situations, provide guidance, and ensure appropriate documentation. Strong interpersonal skills are required.

Must be a team player and have the ability to work cooperatively while establishing and maintaining effective working relationships with staff, vendors and the community.

Strong organization skills with an ability to prioritize and multi-task is required.

Must be able to work independently and exercise good judgment and decision-making skills. Computer proficiency with experience using Microsoft Office 365 (Word, Excel, Power Point etc.), internet software and appropriate storage of electronic files is required.

Must be able to operate general office equipment. Must uphold all principles of confidentiality to the fullest extent. Adherence to all professional and ethical behavior standards of the Sault Ste.

Marie Tribe of Chippewa Indians is required.

Must comply with Sault Ste.

Marie Tribe of Chippewa Indians company policies and procedures. Native American preferred.
