Duration: 6 Months

Job Description:

The selected candidate will perform the following functions

  • Identify and group items that have been determined excess to contractual requirements

  • Screen excess items with internal customers

  • Screen excess items with external customers

  • -Initiate disposition actions provided by the owner of excess items

  • Process and manage Shipment requests from initiation to completion

  • Familiarity with Microsoft Excel, and Outlook required.

  • Working knowledge of the software system GOLD is desired

Administers the terms of contract provisions that specify the companys obligations to acquire, control, use, care for, report and dispose of property. Assists in performing audits, documenting processes and procedures and investigating and reporting lost or damaged property. Learns to determine property acquisition requirements, product availability and authority to fulfill company, program or contractual obligations. Uses off-the-shelf software or client system tools to manage and communicate property information and to establish property records for company or government property. Maintains accountability from initial acquisition to final disposition by coordinating, preparing and documenting applicable forms to indicate a change of ownership, accountability or location of property in accordance with applicable government regulations, customer contracts or corporate policy. Conducts physical inventory of property and reconciles results to ensure compliance with regulations. Assists in verifying that property records accurately reflect inventory on hand and that equipment servicing requirements are established by responsible organizations. Learns to confirm that service work is scheduled and performed in accordance with applicable government regulations, customer contracts, corporate policy or recommended industry standards. Learns how to determine when property is allowable, reasonable, allocable and utilized in accordance with company or contract requirements. Performs disposition of property identified by company, legal or contractual requirements. Assists with inventory adjustments, liability determinations and title issues. Handles basic property related activities at completion or termination of contract.

Education / Experience:

  • Education/experience typically acquired through advanced education (e.g. Bachelor) and typically 3 or more years' related work experience or an equivalent combination of education and experience (e.g. Master+1 years' related work experience , 7 years' related work experience, etc.).

VIEW JOBS 3/26/2020 12:00:00 AM 2020-06-24T00:00 Description/Duties A Property Management Coordinator is responsible for the City-wide lease administration of City owned and leased properties which includes technical assistance to City staff regarding leases, licenses, billing, rent collection, rent escalators, insurance certifications, and lease renewals. The incumbent in this position negotiates and develops property leases and license agreements; negotiates and coordinates with both public and private entities including utility companies in granting of easements on City property; supports the Finance Department regarding lease excise tax issues and reconciles property tax issues regarding City property; identifies under-utilized assets and seeks additional leasing opportunities; conducts public auction of real property interests in the disposal of excess City properties; coordinates and analyzes appraisals, phase I and II environmental studies, comprehensive asbestos surveys, lease agreements, title reports, escrow settlement statements, and property tax bills; performs annual inspections of all leased properties; generates monthly lease invoices; develops and maintains real property inventory; and acquires residential and commercial properties of complex, sensitive, and high dollar value which includes property appraisals, title research, review of legal descriptions, consulting with the client departments on property impacts and values, working with project managers and client departments during design to optimize any needed property acquisitions, works with the City Attorney's office and/or outside attorneys on eminent domain acquisitions, and understands and applies special requirements. This position performs related duties as required. This class is distinguished from the Real Estate Specialist II class by the complexity of professional lease negotiation and administration work involving lease agreements, property management, and lease terminations. An employee in this classification is expected to exercise considerable independent judgement and discretion in caring for and managing all leased properties that are owned or managed by the City. This position is held responsible for negotiating with property owners on the behalf of the City, optimizing various lease incomes, and coordinating with the Maricopa County Treasurer and Assessor in order to validate property taxes due or payable and ensure that filing of payment deadlines are met. This class is supervised by the Real Estate Services Administrator and is FLSA exempt-administrative. Minimum Qualifications Required. Any combination of training, education, and experience equivalent to graduation from an accredited college or university with a Bachelor's Degree in Real Estate, Business Administration, Public Administration, Economics, or a closely related field. Considerable (3 - 5 years) experience in public sector property and/or asset management and lease administration that includes code and ordinance compliance as they relate to real property and real property appraisal. Good (1-3 years) experience in compliance with Government Property Lease Excise Tax (GPLET) requirements. Special Requirements. Must possess a valid Class D Arizona Driver's License by hire date. Preferred/Desirable Qualifications. Graduation from an accredited college or university with a Master's Degree in Business Administration, Public Administration, Economics, or other related field. Good (1-3 years) experience reading, interpreting, and writing legal descriptions, developing and maintaining real property inventory, and working with communication cellular carriers is highly desirable.
