Office of Government Relations (Position Code 0417) A 2.5% supervising differential will apply Duties: The Supervising Program Administrator will play a key role in securing the success of the District's long-term, high priority legislative and policy efforts at the local and regional levels and supervise subordinate staff.
Key responsibilities include, but are not limited to: The Supervising Program Administrator's duties will be to advocate for and advance the District's high priority legislative issues at the local and regional levels.
This position also attends and lobbies during external meetings in influencing elected and appointed officials, stakeholders, external associations, and by fostering relationships with key policy and decision makers.
This position will directly administer the local and regional government relations program which includes: directly lobbying for support and advancement of the District's high priority legislation, funding for District projects, and other issues, monitoring of legislation at the local and regional levels, forecasting strategic opportunities, conducting strategic advocacy tours throughout the year, overseeing the Community Partnering Sponsorship Program and the District's community engagement and event program, and other duties required by the local and regional government relations program.
This position will lead project teams tasked with engaging government bodies and obtaining support on specific legislative issues relevant to the District as a whole.
Additional responsibilities include making key decisions on program goals, budget, messages, and outcomes, preparing strategic outreach plans and white papers, and presenting them to external policy and decision makers on a regular basis.
Finally, this position requires that it executes strategic external stakeholder partnership activities at the local, state and federal levels, and shapes public policy and opinion while building the District's image, brand and reputation.
Ideal candidate's background includes: 6+ years of experience: Advocating for and/or securing local funding for public agency projects or similar.
Lobbying experience, a plus.
Extensive policy analysis.
Serving municipalities or organizations at the local, state, regional or federal level.
Providing lead direction on an on-going or project basis required.
Supervising both employees and contract lobbyists is a plus.
Ability to: Self-direct, prioritize and multi-task among competing goals, while exhibiting flexibility in a fast paced, entrepreneurial environment.
Communicate effectively, persuasively, tactfully, and positively in both verbal and written forms.
Build strong, trust-based relationships with diverse constituents and with understanding the needs of different stakeholders (including public officials, community leaders, and partner organizations). Plan and think strategically, coupled with excellent execution skills and flexibility to work within complex or ambiguous context; inclination to initiate process improvements and continuous learning within the organization.
Make significant, independent decisions with minimal oversight.
Lead project teams.
Engage government bodies and obtain support on key legislative issues- execute strategic external stakeholder partnership activities.
Analyze, interpret and use data to collaborate, identify best practices and areas for improvement, and drive results.
Plan, direct, and prioritize a variety of multiple projects and work objectives to ensure successful implementation.
Conduct meetings, make presentations, and facilitate communications in a clear, concise and positive manner.
Education: Bachelor's degree in political science, public policy, law, environmental studies, urban planning, marketing, engineering, communications, public affairs or public relations.
Master's degree or JD is a plus.
Other ideal characteristics: Excellent communications skills--ability to communicate clearly and concisely, both verbally and in writing.
Sterling judgment and savvy political skills.
Superior understanding and execution of strategy.
Strong legislative analysis and public policy analysis abilities.
Knowledge of federal or state, or local and regional government processes.
Strong familiarity with local and regional stakeholder groups of many stripes (business, environmental, diverse, civic, etc.).

  • The work schedule for this position will be 40 hours per week, Monday - Friday.

  • Practical Exercise may be a part of the interview process.
    Typical Qualifications Experience : Six (6) years of experience in assigned program area, including either one (1) year in experience planning, organizing, coordinating, and directing various projects or programs, or serving as a District-recognized subject matter expert or advisor in assigned program area.
    Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in business administration or a related field.
    Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.
    Special Requirement: Possession of, or ability to obtain, an appropriate, valid California driver's license.
