Our growing team is seeking an experienced professional to join our Agency as our Government Relations Director. This person will advance our mission through the development and execution of our government relations strategy. In addition, this position serves as a liaison between Virginia529 and critical government partners including public universities, federal and state agencies, and federal and state elected officials and their staff. Primary

  • Work closely with executive team to develop and implement goals and strategies for the government relations function at Virginia529

  • Represent the Agency on critical issues to state and federal officials, legislatures, administrations and staff; develop and advocate for policy initiatives in support of our mission

  • Participate in the legislative process to ensure federal and state laws support the Agency's operations and mission; monitor legislative matters affecting the Agency

  • Develop and maintain relationships with other state agencies, higher education institutions, other states' Section 529 programs, and organizations involved with or impacting Section 529 issues

  • Educate Virginia529 staff regarding critical issues at the state and federal level and in higher education

  • Work with university leaders to understand tuition policies and provide education as to their impact on the prePAID529 program

  • Partner with the General Counsel to recommend legislative and regulatory initiatives with respect to Virginia529's enabling statute or any legislation or regulation which may be in the best interest of Virginia529 or, pending legislation or regulations which may have a significant impact on our mission and objectives

  • Collaborate with the Communications team to develop collateral and messaging for elected officials and agency heads including talking points, fact sheets, reports and letters

Work Environment:

  • Typical office environment with considerable time in a sitting, stationary position

  • Must be able to occasionally move about the office to retrieve files and documents

  • Constantly operate a computer and other office equipment including typing and keying

  • Frequently communicate with government representatives; must be able to exchange accurate information accordingly

  • Travel required

Minimum Qualifications

Minimum Qualifications:

  • Bachelor's degree in political science, public policy, public relations or related field required; Master's in public policy preferred

  • Significant experience in state and federal government relations, advocacy or related field; an equivalent combination of education and experience will be considered

  • Significant experience participating in the federal and state legislative and regulatory process

  • Experience in higher education policy preferred

Knowledge, Skills, and Abilities:

  • Knowledge of state and federal organization and legislative processes including appropriations

  • Knowledge of federal and state tax laws and regulations with regard to Section 529 plans

  • Comprehensive knowledge of relevant federal and state constitutions, laws and regulations

  • Superior negotiation and problem solving skills

  • Ability to communicate clearly and concisely to diverse audiences, verbally and in writing

  • Ability to communicate and interact with officials in state and federal government and to work effectively with a wide range of constituencies in a diverse community

  • Knowledge of the nuances in the legislative and regulatory processes and the tactics needed to successfully navigate those processes

  • Ability to read and accurately interpret complex financial documents and federal and state statutes, regulations and rules

  • Ability to respond effectively and confidentially to highly sensitive inquiries or requests

Also responsible for sourcing, leading, and delivering upon practice group business development initiatives and opportunities.RequirementsBachelor's degree in business or public administration or related field or commensurate with experience required; CEcD certification preferred.
