We are seeking a talented individual for a Government Relations Director to execute HMS's federal government relations strategies and initiatives to achieve the company's policy goals and business objectives; enhance HMS's Washington, D.C. presence; expand contacts and relationships with policymakers; and to provide thoughtful analysis and communications of federal legislation and public policy initiatives that will impact the company.

Essential Responsibilities:

  • Execute, in collaboration with the VP, comprehensive federal political, legislative and regulatory response and engagement strategies.

  • Track and monitor federal legislation and regulation and independently analyze the impact on all of HMS's business including the identification of opportunities and risks; and effectively communicate those items to internal and external stakeholders timely.

  • Build effective working relationships with key members of Congress and staff.

  • Assist with building brand awareness and developing relationships with a broad array of other Washington DC stakeholders, including think tanks and industry and political groups.

  • Prepare collateral and support materials such as comment letters, policy papers, testimony, presentations, and advocacy memos.

  • Work collaboratively with internal business units to advance business development and operational efficiency goals leveraging Government Relations tools.

  • Work with business units to mitigate competitive, contractual, brand and other risks as needed.

  • Contribute to proposals and/or RFI responses.

  • Work with State/Federal Government Relations teams to coordinate activities across states and between state and federal governments.

  • As needed, lead project teams to include coordinating work effort, following through, and meeting deadlines.

Knowledge, Skills and Abilities:

  • Possess knowledge of federal legislative, lobbying, and regulatory processes.

  • Experience and knowledge in federal healthcare programs, especially Medicaid and Medicare.

  • Established or proven ability to establish relationships with healthcare, legislative and policy community including key congressional committees, staff, federal agencies, think tanks and trade associations.

  • Effective, concise and compelling verbal and written communication skills, including formal presentation skills

  • Ability to effectively interact with Senior Business Unit Leaders and internal colleagues at various levels

  • Ability to effectively and independently articulate the HMS story

  • Ability to analyze information and use logic and process to address work-related issues and problems.

  • Ability to anticipate issues and independently problem solve

  • Ability to be pro-active and prioritize work load independently

  • Ability to manage expectations, resolves problems, and think strategically

  • Ability to manage and/or lead projects

  • Ability to work proficiently with Microsoft Excel, Word, PowerPoint and company databases.

  • Average manual dexterity in use of a PC, phone, sorting, filing and other office machines.

  • Travel required, sometimes on short notice

Work Conditions and Physical Demands:

  • Primarily sedentary work in a general office environment

  • Ability to communicate and exchange information

  • Ability to comprehend and interpret documents and data

  • Requires occasional standing, walking, lifting, and moving objects (up to 10 lbs.)

  • Requires manual dexterity to use computer, telephone and peripherals

  • May be required to work extended hours for special business needs

  • May be required to travel at 10-15% of time based on business needs (sometimes on short notice)

Minimum Education:

  • Bachelor's degree required

Minimum Related Work Experience:

  • 5-7 years federal government relations experience required.

  • Minimum of 3 years Capitol Hill experience required

  • Healthcare policy experience required.

  • Corporate experience a plus.

Identifies and analyzes proposed legislation that could impact USAA's operations. Acts as USAA's representative in legislative, regulatory and public policy matters and in industry organizations concerned with legislation and public policy. Plays a key role in developing political strategy. Will lobby legislators and may testify on bills of special interest to USAA and its membership. Maintains information resources and reports on status of legislation to USAA CoSAs. Serves as consulting liaison for regional legislative officers and their staff. Job Requirements * Analyzes proposed legislation for early identification of issues relevant to USAA and coordinates strategies to achieve USAA's legislative objectives. * Works with other company and trade association's representatives to ensure appropriate discussion and analysis are considered and the requisite coordinated action is executed. * Creates strategy for legislative advocacy and manages implementation of lobbying strategy. * Directs information resources in relation to active legislation. * Responds internally to questions on a variety of legislative issues that affect the company and frequently interacts with senior management on matters requiring inter and intracompany coordination. * Understands the political environment and utilizes newspapers, websites, professional contacts and trade associations to identify key issues, political figures and races that might affect USAA's operations. * Provides interpretation and explanation of the more complex legislative enactments. * Advises management on prudent political strategy and the potential reaction. * Maintains knowledge of USAA's current operations and the financial services industry. * Stays abreast of issues in the financial services industry and actively seeks to link those issues to ongoing or emerging legislative opportunities. * Maintains relationships both within and outside USAA to facilitate information gathering and dissemination. * Promotes collaboration of work efforts with and provides guidance to peers, coworkers and outside contacts and independently handles critical situations. * Represents USAA before Federal and/or State Legislatures and Regulatory Agencies, where appropriate. * Advises PAC on political contributions, plays an important role in identifying and recruiting speakers to the local campus, and oversees PAC activity at the local level. Minimum Experience: * Bachelor's degree required or 4 additional years of related experience beyond the minimum required may be substituted in lieu of a degree. * 8 or more years experience in government relations or law. * Subject matter expert in Microsoft office and applicable web tools. * Qualifications may warrant placement in a different job level* When you apply for this position, you will be required to answer some initial questions.
