The Florida Department of Children and Families (DCF) is the state of Florida's social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

THIS IS NOT A TELEWORK POSITION. CANDIDATE WILL BE REQUIRED TO WORK IN THE TALLAHASSEE OFFICE.

This is a highly responsible and professional position that will serve as a subject matter expert for Children's Mental Health policy (Government Operations Consultant III). This position will collaborate with each section within the program office and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.

Specific Duties and Responsibilities include:

  • This is a highly responsible professional position that will serve as a Children's Behavioral Health Services Coordinator for the Statewide Office of Substance Abuse and Mental Health (SAMH), Department of Children and Families. The coordinator will be responsible for the implementation, expansion, and oversight of the Children's Behavioral Health System of Care, including integration efforts within Child Welfare Programs, and Children's Community Action Treatment (CAT) Teams.

  • Responsible for oversight and development of programs and activities related to the children's behavioral health system of care. Develops recommended practices and procedures regarding behavioral health to be used with the children and their caregivers. Works with the regional offices for the implementation of these practices. Provides technical assistance, develops program informational materials and maintains program web pages.

  • Develops strategies for the expansion of available behavioral health treatment for children and their families.

  • Supports regional and headquarters activities to strengthen integration practices and system components throughout the state, assists with development of legislative budget requests, and assists with analyses of legislative proposals and bills related to Behavioral Health and Child Welfare Programs.

  • Oversight of services for parental engagement and children in care. Implement systems for collecting, maintaining, and validating data used in oversight duties.

  • Other duties as assigned by the SAMH Services Unit Supervisor in accordance with Department priorities.

  • Knowledge of statutes, regulations, and policies related to community and facility-based substance abuse and mental health services.

  • Ability to develop manuals, policies and procedures, and standards.

  • Ability to evaluate quality of services and compliance with laws, rules, policies and procedures.

  • Ability to produce quality written products within short deadlines.

  • Knowledge of commonly used software, such as Word and Excel

  • Knowledge of the principles and techniques of effective communication.

  • Knowledge of the methods of data collection.

  • Ability to organize and prepare written data into logical and correct format.

  • Ability to maintain files.

  • Ability to prepare correspondence.

  • Ability to work independently.

  • Ability to utilize problem-solving techniques.

  • Ability to plan, organize and coordinate work assignments.

  • Ability to communicate effectively.

  • Ability to establish and maintain effective working relationships with others.

  • Ability to participate or facilitate statewide workgroups.

  • Ability to travel.

Minimum Qualifications:

  • A bachelor's degree from a college or university in data science, behavioral health, or related fields is preferred and four years of professional experience in data analysis, policy, program research, program planning, program evaluation or clinical behavioral health experience.

  • A master's degree from a college or university can substitute for one year of the preferred experience.

  • Professional experience as described above can substitute on a year-for-year basis for the preferred college education.

  • Two years of experience implementing and managing complex projects.

Preference will be given to applicants who have:

  • Clinical background in behavioral health.

  • Experience managing diverse stakeholder groups.

  • Experience reviewing literature and interpreting data.
