This is an open Career Service Government Operations Consultant I position with the Department of Health in Lee County.

Your Specific Responsibilities:

The incumbent in this position serves as the contract administrator for DOH-Lee, is responsible for contract file reviews, administrative monitoring of DOH-Lee contracts, and providing technical assistance to DOH-Lee contract managers. The contract administrator shall also certify that all competitive solicitations for services and all purchase of service contracts are in compliance with all applicable laws, regulations, department manuals and State Comptroller requirements. Ensures all staff complete required training and are offered additional training. The incumbent in this position also serves as a contract manager as required by Section 287.057(15), Florida Statutes and adheres to the ethical standards outlined in sections 112.313, 112.3148, 112.3175, 112.3185, Florida Statutes, as applicable.

Acts as a liaison with the Division of Administration, Bureau of Finance and Accounting, and the Office of Contract Administration.

Directs a system for pre-approval and final approval of all competitive procurement solicitations contracts and recommends approval/disapproval to the county health department director/administrator.

Ensures that programmatic monitoring visits are conducted by contract managers within the specified time frames, tracks compliance with identified issues requiring corrective action.

Enters and maintains DOH-Lee contract information in the required database(s) such as the Florida Accounting Contract Tracking System (FACTS).

Directs a system for pre-approval and final approval of all competitive procurement solicitations contracts and recommends approval/disapproval to the county health department director/administrator.

Assists contract managers in the review, preparation, and execution of certifications of non-compliance and settlement agreements, ensures that such documents are in compliance with the department procedures and State Comptroller's requirements.

Reviews all the county health department contractual documents such as Standard Contracts, Memoranda of Agreement/ Understanding (MOA/MOU), etc., prior to execution.

Formulates and maintain the county health department contract-related policies and procedures related to the review and approval of bids, solicitations, contracts, grants, leases and other two-party written agreements to assure review by appropriate staff and compliance with laws, rules, regulations and policies of the department. Coordinate with the Finance and Accounting Administrator for the provision of local trainings relating to contractual matters.

Provides technical assistance to DOH-Lee Contract Managers in all phases of contract management.

This position has the responsibility to ensure the provider meets all contractual requirements in the time and manner specified, and to perform continual monitoring of contractor performance.

Required Knowledge, Skills, and Abilities:

  • Skilled in using Microsoft Windows, Excel, Work, Outlook, and SharePoint.

  • Skilled in contract monitoring.

  • Ability to work independently.

  • Ability to prioritize individual workload.

  • Ability to organize and maintain filing systems.

  • Ability to communicate effectively verbally and in writing.

  • Ability to process information logically and solve problems.

  • Ability to analyze and interpret financial and compliance audit reports.

  • Ability to organize information into a logical format for presentation in reports, documents, and other written materials.

  • Ability to write clear and comprehensive scopes of work for contracts and grants.

  • Ability to establish and maintain effective working relationships with others.

MINIMUM QUALIFICATIONS PREFERRED:

  • Undergraduate degree in Business, Accounting, or related field; or five years of contract management experience preferred.

Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite):

  • Complete training in contract management and become a Certified Contract Manager (287.057 FS) within six months of hire and maintained per statute.

  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to threats involving any disaster or threat of disaster, man-made or natural.

  • This position will abide by all state and federal laws, rules, and DOH policies and procedures.

  • Incumbent must possess a valid Florida Driver License and have a motor vehicle to carry out these duties.

  • This position is classified as sensitive. This individual will perform tasks defined as sensitive and handles confidential information. Background screening is a condition of employment.
