Your Specific Responsibilities:

This position serves as a Contract Manager under the Director of Clinical Health Services providing high-level support related to revenue and expense contracts for the Medical Services, Dental Services, School-Based Health Clinics, and Health Care for the Homeless Programs.

Duties of the position include:

  • Negotiates, prepares, and routes contracts and subcontracts, including both revenue and expense contracts

  • Prepares and routes contract amendments and renewals

  • Monitors assigned contracts, including monitoring of invoices, contract spending, deliverables, and performance measures

  • Performs contract monitoring with providers and documents and communicates results including corrective action plans as indicated

  • Monitors and maintains all records accordance with all applicable regulations

  • Monitors contract and reimbursement requests to ensure compliance with Federal, local and state guidelines

  • Processes all contract invoices within required timeframes, including verifying client eligibility for services

  • Prepares reimbursements including reviewing FIS downlands and preparing and/or gathering supporting to complete reimbursement requests through Contract Administration

  • Communicates within the agency with management and their staff and outside the agency with governmental and private agencies and their staff regarding assigned contracts

  • Sends contract related reports to and from provider and agency staff

  • Creates and approves purchase orders for contracts and monitors and adjust encumbrances

  • Compiles, organizes, and analyzes a variety of data for reporting purposes and provides feedback

  • Directs through investigation, analysis, and assessment of problems related to contracts and budgets and coordinates with supervisor and other individuals and teams to propose, develop, and implement solutions

  • Facilitates meetings with contracted providers and ensures follow up on action items

  • Reviews administrative policies, procedures, guidelines, and related directives to evaluate impact on contracts

  • Leads the preparation and monitoring of budgets for assigned Clinical Health Services programs and grants

  • Attends budget meetings and reviews monthly budget reports

  • Serves as back up for assigned staff to prepare, place, and/or approve purchase requests, log purchase requests in centralized database, and process invoices for payment within required timeframes

  • Works closely with Division Director and administrative support staff to ensure purchasing is done efficiently and effectively

  • Completes time sheet, EARS, and mandatory training in a timely and accurate manner.

  • Completes training to promote professional growth.

  • Schedules time off in advance and collaborates with supervisor to ensure work responsibilities are covered when absent.

  • Attends all meetings as assigned.

  • Performs duties as information or key custodian as described in the Department of Health's Information Security Policies, Protocols, and Procedures.

  • Performs other related duties as assigned including emergency duty.

Required Knowledge, Skills, and Abilities:

  • Ability to use independent judgment and decision-making

  • Ability to work independently and manage one's own time and the time of others

  • Ability to use critical thinking

  • Knowledge of administration and management

  • Knowledge of customer service principles

  • Skill in the use of personal computers including Microsoft Word, Excel, PowerPoint, and Outlook

  • Advanced math skills

  • Ability to communicate effectively with internal and external customers both verbally and in writing

  • Ability to develop and maintain effective working relationships

  • Skill in computer software programs used to facilitate job duties.

  • Ability to carry out assignments for Director

Preferred Qualifications:

  • Three or more years of experience as a DOH contract manager

  • Florida Certified Contract Manager

  • Experience working with state systems including FIRS, FACTS, MFMP and electronic routing system for contracts

  • Three or more years of experience using Microsoft Excel for activities such as preparing and monitoring budgets, monitoring and projecting spending, and/or monitoring performance measures

  • Experience working in a medical clinic environment, including knowledge of medical terminology
