The responsibilities described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence, and limited complexity.
Receive, analyze, and process complex and sensitive Freedom of Information Act (FOIA) and Privacy Act (PA) requests, ensuring compliance with FOIA/PA laws, regulations and policies.
Independently review and analyze FOIA/PA requests to determine exactly what materials and documents are sought and what should be released.
Research, interpret, and analyze legal issues, records policy, and internal procedures and apply extensive knowledge of records systems and policies to ascertain whether responsive records are complete and to make recommendations for agency action.
Provide accurate and timely technical assistance regarding disclosure of FOIA/PA records using automated processing systems to redact records and prepare all necessary correspondence, notices and other documentation.
Answer and respond in a comprehensive manner to FOIA/PA appeals inquiries, complaints, and litigation.

This is a Recent Graduate position in the Pathways Program. Selected individuals are placed in a dynamic one year developmental program in the excepted service designed to lead to a civil service career in the Federal government. At the successful conclusion of this program, the agency may non-competitively convert individuals to a term or permanent position in the competitive service. Conversion to a Federal competitive service position will be at the discretion of the agency and is neither guaranteed nor implied.
GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, equivalent to at least the GS-07 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Reviewing complex forms and legal documents for completeness;
Using electronic resources to research information;
Using the principles, concepts, and methods of legal research and analysis;
Using case processing software to process Freedom of Information Act (FOIA)/Privacy Act (PA) requests or other legal cases;
Creating and/or processing FOIA/PA requests;
Applying appropriate exemptions to FOIA/PA cases. OR
You may substitute a Master's degree or two full years of graduate education leading to such a degree in any field, or a J.D. or L.L.B. degree, for experience required at the GS-09 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.

To meet the Program requirements, you must have obtained a qualifying degree to include an Associates, Bachelor's, Master's, Professional, Doctorate, OR obtained a Vocational, Technical degree or certificate from a qualifying educational institution, within the previous two years from the closing date of the announcement. Preference eligible veterans who were precluded from applying due to their military service obligation, begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years from the date on which the degree or certification was completed.
