Position Summary:

Florida Atlantic University is seeking a Government Contract Administrator

  • Boca Raton, FL.

The Government Contract Administrator reports to the Contract Manager/Assistant Director for Contract Services and works closely with the Associate Vice President for Research, the Executive Director and the Office of Sponsored Programs staff.

Summary of Responsibilities:

  • Primarily works with federally funded contracts that involve FAR and DFARS clauses and extensive terms and conditions.

  • Reviews, redlines and negotiates externally funded sponsored research agreements, and contract terms and conditions from public, private, foundation, federal, state, and local government agencies. Identifies required changes as they pertain to rules, regulations and State of Florida Statute requirements.

  • Coordinates with the Office of the General Counsel, Office of Technology Transfer, Information Technology, Research Integrity, Research Accounting, and the Export Control Officer in the review of agreement/contracts to incorporate University requirements in negotiations and resolve issues related to the same.

  • Secures legal approval as required for contractual documents and facilitate award document signature consistent with delegated signature authority.

  • Drafts agreements, amendments, and related documents to facilitate award process on behalf of Florida Atlantic University, Florida Atlantic University Foundation, Florida Atlantic University Research Corporation, and/or sponsoring/collaborating agency's request. Agreement types may include but are not limited to: Grants, Contracts, Purchase Orders, Master Research Agreements, Sponsored Research Agreements, Subawards, Memorandums of Understanding (MOU), Non-Disclosure Agreements (NDA), Data Use Agreements (DUA), Task Order Agreements, Consulting Agreements, Teaming Agreements, and/or internal Transfer Agreements.

  • Maintains a portfolio of contracts and agreements, and serve as the liaison to colleges, departments, units, centers, sponsors, collaborators, investigators, faculty, and/or research administrators to facilitate communication regarding contract related matters.

  • Serves as a resource for the Office of Sponsored Programs and all stakeholders regarding contracting questions or interpretation of contractual language and terms.

  • Establishes and continually assesses the effectiveness of the internal control/work processes within Contract Services and the Office of Sponsored Programs in accordance with University policies and procedures.

  • Serves as a back-up to other members in the Contract team in their absence.

  • Effectively uses FAU's grants management system, including the Pre-Award, Post-Award, and modules to fulfill contract-related duties.

  • Maintains working knowledge of federal and nonfederal grant and contact award regulations and/or University regulations and policies as it pertains to contracts and agreements, to make appropriate interpretations and provide contractual guidance to faculty and staff. Transmit detailed technical information and guidance regarding institutional operations and policies to faculty, staff, and outside agencies.

  • Resolves routine and non-routine issues, including complex contractual questions as they arise and recommends solutions.

  • Attends virtual webinars and live conferences and meetings related to contract administration t and research administration and utilizes knowledge to stay abreast of changes to federal regulations, sponsor rules and University policies.

  • Performs other job-related duties and carries out other responsibilities as assigned.

Minimum Qualifications:

Master's degree from an accredited institution in an appropriate area of specialization; or a bachelor's degree from an accredited institution in an appropriate area of specialization and two years of appropriate experience required.

Understanding of federal, state and SUS regulations governing the management of grants and contracts required.

High degree of accuracy and attention to detail required.

Working knowledge of university and state policies including intellectual property, misconduct in science, conflict of interest and other mandated regulations, including certifications and assurances required.

Ability to work independently with minimal supervision, as well as work in a collaborative manner required.

Excellent written and verbal communication skills, customer service skills, and organizational skills are required.

Demonstrated ability of organization, professionalism, patience, proactivity and detail-orientation required.

Ability to take initiative with strong interpersonal, problem solving, written, and verbal communication skills required.

Microsoft Office Suite skills required.

Ability to review, negotiate and draft research agreements; understand standard research clauses, i.e. Intellectual Property, Indemnification, Publication, Export Control, Human Subjects Research/Animal Research required.

Impeccable attention to detail and ability to simultaneously review multiple contract documents for compliance and accuracy required.

Ability to read and interpret federal regulations and related acquisition policies and guidance and to apply those regulations in context required.

Working knowledge of federal acquisition laws and regulations, including Federal Acquisition Regulations (FAR), the Defense Federal Acquisition Regulations (DFAR) and agency specific regulations. Working knowledge of the applicable 2 CFR 200, Uniform Requirements required.

Five (5) plus years contract negotiation experience in support of federal government contracts, particularly in support of Department of Defense or other Federal Agencies required.

Preferred Qualifications/Skills:

Experience with SBIR/STTR contracts.

Experience with International contracts.

Certified Research Administrator or Certified Contract Administrator.

Salary:

$70,000 - 75,000 per year.
