This position works as an OPS Government Analyst II in any VR location subject to availability of office space.

Minimum Requirements:

The Division of Vocational Rehabilitation Ticket to Work Unit handles the statewide administration of the Social Security Administration (SSA) Ticket to Work and Self-Sufficiency Program. This position is entrusted with access to highly confidential data provided under an agreement between the Department and the Social Security Administration. The work associated with this program is complex in nature. This position plays a vital role in the Ticket to Work Unit and promotes the vision and mission of the Division by supporting Social Security beneficiaries to improve earning potential and ensure long term success in the workforce. This position works closely with personnel at the local and federal Social Security Administration.

The employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stressful conditions. The employee must interact courteously with others. The employee's performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit. Attendance is an essential function of this position.

Minimum Qualifications

A bachelor's degree from an accredited college or university and four years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work. A master's degree from an accredited college or university can substitute for one year of the required experience. Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

Job Description:

This position fulfills the operational requirements for the Ticket to Work Program and services provided to VR Program participants. Incumbent will be an analyst to provide technical assistance related to Social Security disability benefits and other public support and provide support to field staff with services related to the Work Incentives Planning and Assistance (WIPA) and Partnership Plus programs. The incumbent will:

  • Ensure offering of the WIPA and Partnership Plus services to eligible VR participants.

  • Develop statistical reports regarding pertinent data related to the WIPA and Partnership Plus programs.

  • Conduct WIPA case reviews to promote the quality of services as designed under established program requirements.

  • Monitor the progress of VR participants under the Partnership Plus Program.

  • Maintain secure and highly confidential (internal and external) data management systems that capture data concerning participant services, type and amount of Social Security benefits received, other public assistance, Medicare/Medicaid, eligibility for Ticket to Work Program participation and wage earnings.

  • Maintain CPWIC/CWIC certification.

  • Assist with the development and implementation of operating procedures related to the WIPA and Partnership Plus programs.

  • Perform other related duties and responsibilities, as required.

Knowledge, skills and abilities, including utilization of equipment, required for the position:

  • Extensive knowledge of Social Security disability benefits and work incentives

  • Excellent computer skills

  • Very good technical writing skills

  • Ability to communicate well with people with all types of disabilities

  • Ability to work well with others such as VR Counselors, Supervisors, and participants

  • Good time management skills

  • Ability to work with minimal direct supervision

  • A very good understanding of Ticket to Work

  • Ability to speak Spanish helpful, but not required
