Your Specific Responsibilities:

This is a professional position serving as the Personnel Liaison in the Bureau of Chronic Disease Prevention. This position is responsible for the oversight and coordination of personnel, human resource, and all administrative duties required for the smooth functioning of the Bureau.

This position requires a high degree of initiative, judgment, accuracy, ability to work independently, and detailed knowledge of departmental systems, policies and procedures. The incumbent's duties include, but are not limited to, the following:

Serves as the Bureau liaison completing all personnel actions. Initiates, reviews, and approves tickets in the FLHealthDesk HR System.

Prepares and maintains the Bureau's personnel files in compliance with the Department's requirements. Maintains and updates Bureau organizational chart and vacancy report. Coordinates advertisement and recruitment and preparation of new-hire personnel packages.

Assists in reviewing and scoring job applications, scheduling applicants for interviews, coordinating background screening/fingerprints for top candidates and orienting new employees. Ensures appropriate separation procedures and documentation are completed when an employee resigns from the Bureau.

Provides high-level administrative/operational support to the Bureau Chief, including scheduling meetings with Bureau supervisors and staff and external partners, coordinating and tracking special assignments, and aiding in the development of Bureau policy and procedures as needed.

When onboarding new Bureau staff, setups new employee accounts within the state's learning platform TRAIN and the State Travel Management System (STMS), submits requests to establish and obtain a state purchasing card for new staff and assigns employee to appropriate Bureau group for their Works account, and establishes new account for cell phone billing for Bureau supervisors. Acts as the Bureau liaison for TRAIN.

Acts as back-up for the Bureau Correspondence Liaison. Reviews incoming correspondence/email assignments for the action necessary, initiates assignment tracking and routes to appropriate staff.

Handles routine correspondence and assignments including investigating issues and preparing appropriate response. Monitors assignment status for timely completion. Reviews the Bureau's outgoing correspondence for accuracy, appropriateness, and compliance with Departmental policies and guidelines.

Assists with coordinating the Bureau's retention and disposal of records in accordance with federal and state requirements. Maintains accurate and complete records of the Bureau's equipment (e.g., laptop, mobile cell phone, etc.), serving as the Bureau's property delegate.

Routes information to appropriate central files, following prescribed Departmental guidelines. Instructs others in filing procedures, retention schedule and storage of records accordingly.

Serves as the COOP liaison for the Bureau. Responsible for maintaining all emergency contact lists. Keeps other Bureau staff lists current.

Maintains and improves professional knowledge and skills through participation in staff meetings and through other staff development activities.

Performs other duties and responsibilities as assigned. Performs special assignments, research and report preparation as needed.

Required Knowledge, Skills, and Abilities:

Knowledge of human resources and business procedures and systems; business formats and style for correspondence; methods of data collection and analysis; correct spelling, grammar and punctuation; principles and effective communication; and program policies and procedures. Skill in: use of microcomputers and standard software programs. Ability to: prepare correspondence and administrative reports; review data for accuracy and completeness; organize files; handle telephone calls courteously and effectively; understand and apply rules, policies and procedures; think critically; compile, organize, analyze and evaluate data into a logical format; analyze processes, utilize problem solving techniques and implement corrective actions to ensure program effectiveness and efficiency; plan, organize, prioritize and coordinate work assignments to ensure timely completion; provide technical assistance; communicate effectively verbally and in writing; establish and maintain effective working relationships with others; and work independently.

Qualifications:

Incumbent may have access to records containing social security numbers in the performance of job duties. Compiles with and monitors compliance (when applicable) of the mandatory requirements in Section 215.422, F.S., and Chapter 3A-24, FAC.

Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
