Government Affairs and Industrial Participation

Bring your experience and ideas to develop advocacy, communications, and political engagement strategy to advance Bell's position as a leading aerospace and defense manufacturer. You'll be building a network of state and local political, government, and community champions while gaining insights on Bell's operations, advanced programs, and product lines.

This role will be an integral part of the Government Affairs and Industrial Participation team, working closely with external consultants, local chambers, and industry associations. You'll partner with professionals across the business to research and develop positions on emerging state and local issues, support some international government affairs activities, particularly in Mexico and Canada, and help shape policy outcomes that support a bright future for our business and industry.

What you'll be doing as a Government Affairs Manager (State and Local)

  • Serve as a Bell representative to the external civic and political community to maintain and cultivate relationships with state, local, and community leaders and key staff.

  • Develop state and local government strategic engagement strategy to advance Bell's position on a variety of issues including public procurement, economic development, workforce development/retention, energy, environment, and tax policy.

  • Keep abreast of state/local public policy trends, perform research and leverage subject matter expertise to draft position papers, presentations, talking points, testimonies, and leader briefs.

  • Create methods of tracking and highlighting emerging policy measures and communicating approaches, updates, outcomes, and potential impacts to North American operations or profitability to senior leadership.

  • Plan and execute site visits in coordination with site leadership and the events and protocol team.

  • Collaborate with the communications, marketing, and event & protocol teams on broader scale communication planning and execution related to business announcements, high-profile visits, and other needs.

  • In partnership with the Textron Washington office, support Textron PAC activities and drive increased participation in the PAC via a communications and employee engagement strategy.

  • Regularly update and maintain a state and local candidate political contribution strategy for the Textron PAC.

  • Support international government affairs efforts as needed in Mexico and Canada, with potential to grow into other markets as the team adjusts to business needs.

Skills You Bring To this Role

  • Knowledge of the Texas legislative process and ability to monitor and analyze state policy developments

  • Knowledge of strategic planning and project management

  • Ability to work independently and collaboratively to advance objectives while remaining agile to business needs.

  • Skill in identifying problems, evaluating alternatives, and implementing solutions

  • Skill in managing multiple and competing priorities

  • Ability to effectively communicate complex information to gain understanding and support within and outside the enterprise

What you need to be successful:

  • Bachelor's degree in business administration, political science, economics, strategic communications, or similar discipline.

  • Advanced degrees will be considered as additional experience.

  • At least 8 years of work experience in public affairs, public administration, business development or program management within the private and/or public sector.

  • Prior experience within a corporate environment is beneficial to the candidate.

  • Proficiency in the full suite of Microsoft 365 applications; Teams, Word, PowerPoint, Excel, Outlook, One Drive, and other online project management systems.

  • Ability to travel up to 25 percent of time; mostly domestic.

  • Ability to register as a lobbyist within the State of Texas, or others upon assignment.

  • Ability to attend political and industry events on behalf of Bell Textron.

  • Relevant existing relationships within the DFW region and in Austin are helpful.
