Position Description Overview

First Data Government Solutions is contracted to provide Verification and Validation services to the State of Indiana for the Eligibility Modernization Project which was established for Public Assistance Programs. Most work is performed at the client site at the State Government Center in Indianapolis. We are seeking a highly motivated, versatile individual with Eligibility experience for a Team Lead position to collaborate with and support the First Data team to deliver required work products.

Job Responsibilities

  • Business Analysts/Consultants are responsible for participating in the development, assessment, maintenance, and/or enhancement of business applications as related to First Data's public sector clients. Specific tasks will vary depending on the size and scope of the projects. This project involves Public Assistance Programs - Medicaid, SNAP (food stamps), and TANF. Duties may include:

  • Estimate level of effort and timing effectively

  • Focus on customer experience and service for internal and external customers

  • Identify opportunities to improve the processes and quality of work products

  • Consulting with project managers and client personnel to help identify and document business needs, objectives, and requirements. It may also include documenting current operational procedures, problems, input and output requirements, data scope, usage, and security requirements.

  • Support Project Manager to ensure projects are delivered on-time according to client requirements, on budget, while meeting all of the customers' business requirements (in scope) as detailed in the Requirements Traceability Matrix (RTM) and/or Statement of Work

  • Responsible for completing tasks related to deliverables. These could include, but are not limited to, maintaining project work plans and schedule; conducting research, organizing and presenting findings, leading work sessions with clients and project team, and developing documentation using structured methodologies

  • Adhere to PMBOK methodologies

  • Applying project management methodologies, processes, and templates consistently.

  • Participating in the planning and execution of specific projects

  • Reviewing and fully understanding all project and business requirements

  • Complete personal deliverables efficiently and on time

Job Requirements

  • We are specifically seeking employees with experience in State Government Human Services Systems. That includes Health Benefit Exchange, MMIS, Medicaid, Medicare, Integrated Eligibility Systems, SNAP / TANF, Health Information Exchange, WIC/EBT, Child Support and Child Welfare (SACWIS) Systems and other IT Systems that support human services programs. Your experience may be as a state government employee or as a third party consultant.

  • Excellent interpersonal skills to interact with clients and/or staff at all levels

  • 3 years demonstrated business analysis and project management experience involving the implementation of robust data collection and management projects in the health and human services arena

  • 4-year college degree or equivalent experience

  • Functional understanding of the full System Development Lifecycle (SDLC) phases

  • Capability and willingness to embrace change and quickly adapt to new situations, shifts in direction and priorities, both from a client and internal perspective

  • Ability to make complex decisions and recommendations under limited direction and using high degree of initiative and independent judgment

  • Excellent written and verbal communication skills. Must be able to plan and facilitate presentations and client meetings, and guide the First Data and client Teams in developing required deliverables and work products

KEY RESPONSIBILITIES * Promotes safety among team and conducts him/herself in accordance with all safety guidelines at all times; Complies with all food manufacturing and safety regulations. * Utilizes all food safety and food security guidelines, including Safe Quality Foods (SQF) good manufacturing practices and Hazard Analysis Critical Control Points. * Able to run all product line machines in the department, provide machine operator coverage in case of absences * Communicates with production Supervisor/Operations Manager to define daily work schedules that minimize overtime and reduce labor costs * Uses expertise to provide guidance to staff when needed for continual improvement of key functions and activities to improve efficiency and meet increasing customer and business demands. * Maintains professional, helpful attitude in dealings with co-workers, supervisors, and their departmental personnel at all times * Inspects products for defects, and measure products to determine accuracy of machine operation, using rules, templates, or other measuring instruments. * Observes correction of machine malfunctions, and assists in adjusting machines, within tolerances, as necessary. * Accurately records all downtime for proper production calculations * Reads job orders to determine product specifications to plan operational sequences. * Makes minor electrical and mechanical repairs and adjustments to machines and notify supervisor/ maintenance when major service is required. * Starts up, shuts down, and completes product change overs on all manufacturing equipment following SOPs. * Maintains and completes documentation of permanent records for the company and its customers with a high degree of neatness and accuracy. * Demonstrates essential problem solving methods and initiative. * Complies with all food manufacturing and safety regulations. * Demonstrates ability to establish and maintain effective working relationships with coworkers, supervisors, and other company employees.
