Office of Policies and Standards, Risk Management Policies and Standard, and Regulatory Change Management Group

The Governance, Reporting, and Business Management team provides key program governance, reporting, and technology product management functionality across Office of Policies and Standards, 2nd Line of Defense Governance Documents, and Regulatory Change Management groups. This includes oversight of key initiatives across the teams as well as identification and implementation of strategic opportunities related to the group's overall activities. Furthermore, the team provides centralized utility function for senior management reporting and development of dashboards and automated reporting.

  • The Office of Policies and Standards (OPS) in Risk Management & Compliance is critical in advancing the firm's policy and standards agenda. The OPS is responsible for establishing and overseeing firmwide policy and standards governance and developing firmwide technology to support the policy and standards management process, including maintaining a single repository for policies (the Firmwide Policy Portal).

  • The Risk Management and Compliance Governance Documents Group manages the policy and standards lifecycle for Risk Management and Compliance policies and standards to promote adherence to the firm's governance framework and templates. It provides active and direct leadership in development, drafting, review, socialization and approval of Compliance policies and standards.

  • The Risk Management and Compliance Regulatory Change Management Group establishes governance and oversight to enable timely monitoring, intake, and assessment of regulatory changes as it relates to Risk Management and Compliance. Regulatory Management also participates in the Firmwide Office of Legal Obligations Program and Legal and Regulatory Change Management process for Risk Management and Compliance.

Position Description

The Reporting and Analytics manager for the team will manage the end to end reporting, developing key metrics such as key risk indicators, key performance indicators, and other operating metrics. Reporting of the established metrics, and continuous enhancement and automation to the reporting process. The position will require the candidate to work closely with technology team and product manager within the same team to develop key reports and metrics within the technology applications. Candidate will also have the opportunity to manage projects that involve integration of group specific metrics and reporting to the overall department dashboard currently being developed.


  • Establish and produce key metrics and senior management

  • Gain deep understanding of key technology applications and reporting tools leveraged by the firm and the department to identify opportunities to automate and integrate metrics for the group

  • Manage and analyze key data related to group's activities including inventory of policies and standards and regulatory change events, and Legal Obligations and identify discrepancies and inconsistences

  • Perform data mining and analysis in order to identify trends, risks, or other issues where the overall group can benefit in terms of strategic direction

  • Build relationships and collaborate with stakeholders to accomplish the given objective

  • Apply critical problem solving skills and analytical mindsets to ensure project delivery

  • Identify opportunities for strategic and technological improvements across the groups and be able to manage the initiatives established from the opportunities


  • At least 5-7 years of experience with reporting and analytics; technology experience is a plus

  • Minimum bachelor's degree

  • Excellent writing and communication skills

  • Prior experience and understanding of policies or regulatory change management process is a plus

  • Prior experience with SharePoint, Microsoft office suite is a plus

  • Prior experience with programming or database management is a plus including Python, C++, Java, etc (and SQL)

  • Strong risk and controls mind-set

  • Positive attitude and motivation is a must

A key initial focus of the role will be the firmwide initiative to map Citi's global regulatory inventory to controls across the firm. More specifically, the mapping of independent Risk-owned controls to TRM's Managers Control Assessment (MCA) process. The role will also provide ongoing support on other risk governance projects and activities related to TRM's regional and global compliance with policies & procedures. The ideal candidate will have a willingness to learn and grow within the organization, an ability to adapt to a fast-paced environment, a set of strong communication and writing skills and a high level of attention to details. Responsibilities: * Partner with the Risk Governance - Global Risk Controls and Issues Management team to execute and maintain the firm-wide Regulatory Inventory Mapping (RIM) program. * Support the TRM team on the RIM initiative and ensure mapping of independent Risk-owned controls is accurate, maintained and appropriate. * Partner with TRM subject-matter experts (SMEs) to ensure effective mapping of the Regulatory Inventory with minimal impact to SMEs' business as usual activities. * Collaborate with relevant TRM staff to affirm proposed Risk Inventory mapping and act as the Risk Segment SME in articulating to internal and external stakeholders. * Participate in discussions with Independent Compliance Risk Management (ICRM), consultants, and Business/Functional equivalents to support the program and improve the ongoing maintenance of the mapping. * Utilize management reporting to interpret TRM's regulatory compliance and detemine areas in need of remediation or heightened focus. * Assist with ad-hoc regulatory inquiries and/or examinations impacting TRM, including preparation of presentations and materials. * Evaluate regulatory matters (policies, laws, and regulatory and supervisory requirements) pertaining to Citi's Treasury Risk activities, and evaluate TRM's compliance with Citi's global, regional and/or local risk policies, standards and processes. * Support TRM team with activities related to the management of Governance, Risk & Compliance (GRC) processes and the design and execution of the Manager's Control Assessment (MCA). * Develop a keen understanding and working knowledge of TRM's controls, practices, and standards to support completion of the above activities. * Provide support for Risk Governance and ICRM projects across TRM global processes and activities.
