Northrop Grumman's Global Mobility Office (GMO) is seeking a Global Mobility Level 3 or 4 Tax and Cost Estimating Analyst. This role is responsible for assisting with the full range of global mobility cost estimating and strategic tax planning as it relates to cross-border movement including expatriate tax compliance and the development of cost estimates for domestic and international work assignments. This position may be filled in Irving, TX; McLean, VA; or Linthicum, MD.

The GMO works in conjunction with sectors, programs, and key functional areas to ensure compliance with legal and tax requirements and mitigate the risk of conducting business worldwide through education and partnership. This position will report into the Manager, Global Mobility Expatriate Tax and Cost Estimating.

The Global Mobility Tax and Cost Estimating Analyst will build partnerships across a diverse set of stakeholders and is expected to have a high degree of collaboration and communication skills, as well as tax compliance and federal pricing acumen.

Responsibilities include, but are not limited to:

  • Interface with sector capture teams and programs to develop GMO guidance and cost estimates in accordance with applicable laws and regulations, Northrop Grumman policies and department instructions

  • Review the final submission content of each cost estimate to ensure that it clearly communicates what programs need to know to successfully embark on executing business that involves assignments

  • Collaborate with the larger GMO team and other internal stakeholders to apply country-specific knowledge concerning immigration, host country labor law, and tax requirements to the cost estimating task

  • Contribute to the improvement of cost estimating tools and processes, as well as provide support for research and analyses of Corporate and GMO strategic goals and compliance initiatives

  • Interact with other internal compliance groups such as Legal, Contracts, Subcontracts, Pricing, and Global Supply Chain, as necessary

  • Work closely with tax professional service partners and interact with assignees to provide expatriate tax compliance, consulting, and planning

  • Assist with administration of tax equalization policies and procedures

  • Cultivate strong relationship with global assignees and programs and provide support for tax-related issues by researching matters and assisting with problem resolution

  • Stay abreast of pending legislative tax and social security changes in locations with existing global assignees and other locations targeted by Northrop Grumman for growth

ESCSOThis position may be filled at a level 3 or 4.

Basic Qualifications for the level 3:

  • Bachelor's degree in an Accounting, Tax, or Finance with 6 years' of relevant experience or 4 years' with a master's degree

  • Solid technical understanding of global mobility including the impact of employment structure, taxation, Social Security, and immigration

  • Proficiency in the Microsoft Office applications with a strong focus on Excel and data presentation, PowerPoint for developing effective presentations, and Word for creating proposal package guidance, policies, and procedures

Basic Qualifications for the level 4:

  • Bachelor's degree in an Accounting, Tax, or Finance with 10 years' of relevant experience or 8 years' with a master's degree

  • Solid technical understanding of global mobility including the impact of employment structure, taxation, Social Security, and immigration

  • Proficiency in the Microsoft Office applications with a strong focus on Excel and data presentation, PowerPoint for developing effective presentations, and Word for creating proposal package guidance, policies, and procedures

Preferred Qualifications:

  • Master's Degree in Accounting/Tax or CPA certification

  • Experience with global mobility and international assignments working in a fast-paced organization meeting high-visibility, high performance expectations, preferably at a Big 4 firm

  • Subject matter expertise in individual US Income taxes, foreign national and expatriate issues, foreign tax compliance and tax equalization process

  • Proven knowledge in Global Mobility, Operations, Contract Negotiations and Procurement

  • Exposure to the proposals process, pricing, and financial management of operational programs

  • Working knowledge of Cost Accounting Standards (CAS) and Federal Acquisition Regulation (FAR) and other contractual regulations relating to proposal pricing
