The Reporting and Governance Manager in Global Markets Compliance and Operational Risk (C&OR) is responsible for engaging in activities to contribute to the independent compliance and operational risk oversight of Front Line Unit (FLU) and Control Function (CF), in accordance with the Compliance and Operational Risk Management Program and policies. This role applies reporting and analytical skills along with a compliance and/or operational risk background to ensure appropriate reporting and escalation of matters relating to the Global Markets sales and trading businesses, in coordination with all regions globally. The activities include:

Oversight and/or preparation of high-profile C&OR reports and coordination/analysis of supporting data for senior executives, regulators, committee meetings and other significant routines. Examples of the data include: operational events, compliance test results, metrics related to core processes, status of regulatory exams, external event triggers, etc

Coordination and preparation of risk assessments, QA and report-outs

Recertification and prioritization of independent tests

Tracking and reporting of employee violations

Thematic reviews of operational events and test results

Coordination of annual C&OR training and assisting with preparation of materials

Coordinating audit and regulatory responses as needed

Assisting in the execution of other governance and management routines and projects

Required
10+ years' experience, including 5+ in Compliance and/or Operational Risk reporting and governance roles in large financial institutions

Very strong written skills

Strong verbal communication skills, and ability to interact extremely well with all levels of personnel globally

Strong ability to multi-task, focus on detail, connect the dots and meet tight deadlines

Ability to work in a dynamic and fast-paced environment

Strong proficiency in Microsoft Office (Excel, PowerPoint, Word, Outlook)

Bachelor's degree

Desired Skills:

Advanced degrees and securities licenses, a plus, but not required.

Position Summary The Regulatory Compliance Analyst will be primarily responsible for providing regulatory compliance support and monitoring of these Guardian Commercial and Government Markets (CGM) functional areas, including but not limited to underwriting, distribution, marketing, claims, actuarial and product and state filing. The Regulatory Compliance Analyst will support various CGM operational areas by researching, analyzing and evaluating state and federal laws and regulations to determine the impact on business processes and accompanying key controls, and provide appropriate guidance to ensure compliance with regulatory requirements. The Regulatory Compliance Analyst will also be responsible for the development, maintenance and execution of oversight protocols that help monitor compliance with state and federal regulatory requirements, as well as align with Guardian's corporate policies. Reporting Relationships This position reports to the Director, Commercial & Government Markets Compliance who reports to the Second Vice President, Chief Compliance Officer, Commercial & Government Markets Compliance. Position Responsibilities * Primary Compliance support, through provision of consultative regulatory guidance and ongoing compliance monitoring for underwriting, distribution, marketing, claims, actuarial, product and state filing, as well as other key CGM operational functions. * Research, analyse, evaluate and publish compliance guidance for new laws and regulations affecting GGM products and processes. Ensure compliance by timely analysis and notification to affected business areas of all pertinent laws and regulations and subsequent monitoring and testing where appropriate. * Provide detailed memoranda and other substantive guidance regarding legislative and regulatory requirements on an expedited basis to be distributed to CGM business partners to facilitate requisite business decisions and implementation plans. * Clarify ambiguous legislative/regulatory provisions. Correspond directly with Law Department, Government Affairs, state regulatory authorities, and insurance trade associations when additional interpretation is required. * Provide oversight and monitoring of issues identified during compliance risk assessments, other control function reviews, and/or regulatory interactions. Assist business partners in developing appropriate controls to address any identified control deficiencies. * Support implementation of enterprise compliance projects and initiatives, including compliance risk assessments and compliance training. * Perform special projects and other ad-hoc assignments in support of CGM Compliance efforts. Location * This position can be located in any of Guardian's regional offices including Bethlehem PA, Appleton WI, Spokane WA, Plano TX, or it can be a remote/work from home position.
