Job Role Summary

The Risk Management and Emergency Response Supervisor, as part of the Safety, Security, Health and Environmental (SSHE) group, has overall responsibility to serve as the administrator of the Risk Management System and Emergency Preparedness System. This position will be located at the ExxonMobil Houston Headquarters offices and will manage the day-to-day activities related to Global Marine Risk Management and Emergency Preparedness under the direction of the Global Marine SSHE Manager. This can included, but is not limited to, working together with Marine Quality Assurance and Commercial Groups and ExxonMobil (EM) business units in identifying emerging marine related risks, initiate risk screenings and / or formal risk assessments. In support of risk assessments - conduct investigations, data collection and collaboration with those Subject Matter Experts (SMEs) needed to complete an effective risk assessment. Ensure timely report writing and approval of risk assessments. Maintain the health and relevancy of the Company's marine risk assessment library with periodic reviews of past assessments, per guidelines. For Emergency Preparedness - manage system effectiveness by ensuring nominated personnel are Incident Command System (ICS) trained, that emergency drills are completed timely and emergency contact information is current per management system verification and measures (V&Ms)

Primary Job Functions:

  • Together with SSHE, Marine Quality Assurance and Commercial Managers, identify emerging SSHE risk resulting from Marine and Terminal activities that are either proposed (eg; new business) or presently underway

  • Initiate risk screening process per the Risk Management manual and, if indicated, charter a formal (higher) risk assessment

  • Collaborate with ExxonMobil Research and Engineering (EMRE) / EM business units and third parties, when necessary, for technical support

  • Work with EMRE administrators to ensure the proper risk facilitation process and formalities are followed during the risk assessment

  • Assist with writing the risk assessment reports, ensuring both Legal and Risk Assessment Steering Committee (RASC) review prior to report finalization

  • Steward implementation of risk assessment preventative and mitigative measures (P&Ms) through close out

  • Steward risk assessment training and personnel development, globally, to ensure the health of Risk Management System

  • Conduct and steward the RASC meetings to ensure risk assessments are conducted via the manual / documented process and to align on residual risk assumptions (eg: Risk Category level(s))

  • Maintain Risk Management key performance indicators and metrics for systemic health and audit readiness

  • Collaborate with Central SSHE on maintaining emergency response capability (RRT), including Emergency Support Group (ESG) member competency and Business Continuity (BCP) effectiveness

Job Requirements:

  • Familiar with energy industry process safety and risk management techniques (PHAST, FMEA, HAZOP, Bow Tie, etc.) and incident investigation (root cause analysis, etc)

  • Familiar with emergency response processes which could include the Incident Command Structure (ICS) or similar response framework

  • Occasional domestic and international travel. Flexible and adaptable to various working conditions in the field

  • Demonstrated ability to handle multiple priorities and stakeholders

  • Proficiency in the use of computers and possesses good administrative and organizational competencies

  • Proven ability to manage deadlines and emergency situations

Preferred Knowledge/Skills/Abilitiies:

  • B.S. in Mechanical or Civil Engineering preferred (other engineering fields will be considered)

  • Supervisory and / or managerial experience

  • Strong analytical, computer software (particularly EXCEL and POWERPOINT) and communication skills

  • Work experience in upstream, midstream and / or downstream operations of the energy industry

Administers the refinery safety program, with policy and procedural approvals, with primary emphasis on implementing, managing and recommending improvements of the safety program for optimum results. Ensures compliance with all federal, state and refinery regulations policies and procedures concerning health, safety and fire protection through education, training and auditing. * Ensures emergency readiness of all refinery emergency response equipment and provides oversight of fixed fire protection systems and building alarm systems. * Maintains up to date Emergency Procedures (ICP, FRP, etc.) ensuring compliance with applicable government regulations and/or standards (OSHA, DOT, EPA, PSM, etc). * Develops, administers, and controls the Emergency Services budget. * Coordinates the inspection and testing of emergency response equipment (fire trucks, trailers, pumps, fire protection systems, safety equipment, etc.) and maintains the appropriate records. * Provides overall assistance/direction to the Incident Commander and may assume Incident Commander responsibilities during emergencies. * Requests and coordinates any outside/agency/CIMA assistance as needed. * Provides leadership to emergency response personnel during emergencies ensuring the safety of employees, and community. * Provides technical assistance/recommendations on risk management issues related to fire protection and emergency preparedness and response. * Schedules and evaluates off site specialized training. * Sets guidelines, administers, and reviews expense accounts related to emergency response activities. * Oversees oil spill response program as needed. * Develops, coordinates, and documents emergency and evacuation drills for plant personnel. * Coordinates emergency response drills with the city, county and mutual aid partners. * Recommends fire protection policies and procedures for management approval.
