The Global Health Policy Lead, Oncology, is a new role sitting in Amgen's Centre of Excellence (CoE) for Value and Health Policy and reporting to the Head of this CoE. The role will focus on the existing and emerging Health Technology Assessment (HTA), payer and health system policy challenges that Amgen faces in securing access for patients to its innovative oncology and hematology medicines.
Working closely with a cross-functional team, the successful candidate will be expected to provide strategic advice and tools to regional and local teams across the globe on how best to engage with policy makers and payers and drive change ahead of launch. Examples of the policy challenges include: the valuation and acceptance of new and evolving endpoints in hematology; the growing gap in evidence requirements between regulatory authorities and HTA bodies; how to value combination regimes in oncology; and introducing fair value-based pricing approaches to markets.
In addition to working with the cross-functional team, the successful candidate will be expected to work closely with regional Value Access and Policy, Government Affairs and Advocacy Relations teams and to be comfortable navigating a lean but talented organizational structure.
The position will be located at Amgen's Thousand Oaks, California headquarters.
Travel is expected to be 10% domestic and 25% international
Responsibilities include but are not limited to:
Integrating policy and market shaping into the Global Access and Brand team
Identifying and mapping health system and reimbursement challenges facing Amgen's innovative oncology and hematology portfolios
Leading a global cross-functional external engagement team, including the Policy CoE, Global Regulatory Affairs and Safety (GRAAS) Policy and Advocacy Relations to align and drive a core set of policy priorities and provide a bridge to regional and local execution
Developing /setting strategies and supporting their implementation/execution by regional and local teams to shape markets ahead of launch, enabling successful reimbursement and uptake
Developing and leveraging extensive networks with influential policy makers (including major regulators and HTA agencies), opinion leaders and key academics to build a positive case and support for early access and reimbursement for oncology medicines
Working with and through NPDL networks to scope and embed policy objectives relevant to priority markets
Working with broader VAP teams on content development for related policy topics including value of medicines, innovative payment models etc.)
Along with European colleagues, works with regions to support implementation
Doctorate degree and 4 years of health policy and/or reimbursement experience
Master's degree and 8 years of health policy and/or reimbursement experience
Bachelor's degree and 10 years health policy and/or reimbursement experience
4 years of managerial experience directly managing people and/or leadership experience leading teams, projects, programs or directing the allocation of resources
Experience in working at a regional or global level in a multi-national organization
Brings to Amgen an extensive network of influential policy makers and Key Opinion Leaders (KOLs)
Demonstrated ability to develop, negotiate and socialize well-researched and considered policy positions on key pricing and reimbursement policy topics
Demonstrated ability to position Amgen as a credible voice in evolving health policy debates related to oncology and other key policy topics effecting Amgen's business
Demonstrated ability to work effectively across diverse cultures and health systems, adapting corporate policy positions to meets the needs of country teams.
Demonstrated ability to drive Amgen's leadership at select trade associations
Highly developed strategic thinker with strong analytical skills;
Demonstrated ability to work independently with limited supervision;
Demonstrated ability to operate in a complex internal environment, influence senior leadership, and provide support to multiple markets
In-depth knowledge of pharmaceutical reimbursement and healthcare financing systems across major markets with a focus on the HTA and reimbursement challenges confronting innovative oncology medicines
Sound understanding of the dynamic of markets and emerging policy environments for highly specialized bio-therapeutics and high-costs drugs.
Demonstrated ability to communicate effectively in verbal and written English.
