Department Profile

The Finance Division reports to the Chief Financial Officer and consists of some 3,000 employees worldwide. Finance protects the Morgan Stanley franchise by serving as guardian of the Firm's books and records, and by contributing to firm wide risk management and risk reduction. This division maintains relationships with Morgan Stanley's various industry and government regulators, and also serves as the conduit of financial information to the outside investment community. Finance plays a critical role as advisor to Morgan Stanley's various businesses and its senior management team.

This is an exciting opportunity to work within Global Funding Control (GFC) and gain a good understanding of Bank Resource Management, Liquidity & Funding Control and Treasury & Capital Markets, as well as work with a highly talented and motivated global team. This role links all aspects of risk with high profile project deliverables across the global GFC organization. In addition to the recurring deliverables, the successful candidate will have the chance to utilize a wide range of skills and work on multiple initiatives, including regulatory requirements, Change the Bank projects and GFC team support.

The team reports in to the Global Lead for Risk, Projects and COO within GFC,

and is uniquely positioned to sit across the global team, understanding and prioritizing across risk and project requirements whilst maintaining a focus on budget.

Whilst based in Baltimore, this role has global responsibilities and presents a unique opportunity to build networks across the global Finance team, as well as with work with the wider GFC team in New York, London, Glasgow, Mumbai, Tokyo and Hong Kong.

The successful candidate will work with all levels within the global GFC team, including Executive Director and Managing Director, establishing risk appetite and ultimately providing independent assurance of the adequacy and effectiveness of risks, controls and processes.

Specific Responsibilities:

Key responsibilities of the successful candidate will include:

  • Managing and presenting the weekly risk and reporting metrics for GFC to senior management.

  • Coordinating and facilitating the monthly GFC Risk & Control meeting with senior management, briefing the team on recent Operational Risk Incidents, risk trending analysis, new product approval trends, etc.

  • Assisting global colleagues with managing the annual Risk & Control Self Assessment (RCSA). This includes training employees on the process and ensuring that the various business lines within the department approach the assessment in standardized, cohesive manner.

  • Driving forward project deliverables, such as renovation of processes or implementation of system changes.

  • Managing the implementation of new controls and processes to comply with various regulatory findings and reduce overall risk ratings.

  • Assisting global colleagues in execution of various streams of operational risk related work. This will include a range of regulatory and internal deliverables, where the successful candidate will add significant value to the risk agenda of these programs.

  • Partnering with colleagues and internal clients on various projects.

  • Representing GFC at multiple global risk forums and take ownership for key risk initiatives.

  • Assisting with all aspects of management reporting required by GFC Operating Committee.

  • Identifying opportunities across the global GFC organization for risk reduction, and embed control solutions.

  • Understanding and reporting on headcount requirements.

  • Demonstrating effective cost governance, by working with global team to ensure appropriate approvals are obtained for all spend (e.g.: travel, temporary and consultant resources).

  • Building new processes and reports to adapt to continually changing environment.

The successful candidate should:

  • Have 5 years of professional experience.

  • Have strong communication skills, with a proven track record of managing communications with senior stakeholders, as well as influencing outcomes.

  • Have the ability to manage and prioritize multiple streams of work and the ability to stay calm under pressure.

  • Be able to demonstrate they can work flexibly across time zones.

  • Have a strong desire to learn.

  • Have strong analytical skills with a control focus and high regard to attention to detail.

  • Be able to demonstrate strong risk awareness.

  • Have the ability to work autonomously.

  • Have a proven track record of developing and improving reporting and processes.

  • Be adept at working in a fast-paced, high-energy level environment.

  • Be a qualified accountant, preferred, but is not required.

  • Be proficient with Microsoft Office, in particular Excel.

  • A product control background would be preferred, but is not required.

Scope The Indoor Environmental Quality Consultant (Baltimore/D.C.) is responsible for performing compliance inspections and environmental monitoring of asbestos, mold or other regulated/potentially hazardous materials for removal and abatement projects. In this role, the Indoor Environmental Quality Consultant will provide superior technical field and reporting services adhering to Chubb Global Risk Advisors' standard operating protocols and client specific scope of service. Adhere to best in class standards and practices in executing field assignments, delivering accurate, and defensible scientific data. Primary Responsibilities Working under direct or indirect supervision or within a team environment, the Indoor Environmental Quality Consultant is responsible for the following core responsibilities: * When on-site, act as direct representative of Chubb Global Risk Advisors in relationship to the client; and when within scope of services, monitor and oversee clients' contractors. * Evaluate contractor performance and advise the client. * Under direct supervision of Project Managers, interface with and respond to regulatory and enforcement agencies at the project site. Provide requested information depending upon issue involved when appropriate. * Maintain chain of custody of sampling activity, analytical data and project recordkeeping (log book) in accordance with regulatory requirements and Chubb Global Risk Advisors' recordkeeping responsibilities. * Maintain proficiency and understanding in the use of scientific instruments and sampling protocols to ensure valid sample collection and reliable data analysis in compliance with regulations. * Maintain high ethical standards in the performance of services, and understand the ethical standards of client and report actual or perceived unethical conduct or behavior. * Under direct oversight of a Project Manager, understand project details, schedule and scope of work, and provide supporting information to Project Managers when change orders may be required. * Maintain required certifications mandated by the regulations and take an active role in maintaining respiratory fitness through Chubb Global Risk Advisors medical surveillance program. Duties Specific duties or tasks of the Indoor Environmental Quality Consultant include the following: * Assist in the development of and implementation of project work plans for tasks which involve area of experience or expertise. * Perform sampling programs involving collection of soil, water, asbestos, paint chip, air emissions, indoor air or waste samples. * Operate standard environmental monitoring instruments. * Record field data, observations and analytical results. * Manage subcontractors on-site work activities; oversees client's retained contractor during environmental remediation activities. * Make decisions regarding minor changes to the work plan where required to accomplish the task. Report preparation tasks: Prepare project logs and descriptions of field activities. * Prepare compliance monitoring report. * Prepare sample data inventory tables in Chubb Global Risk Advisors' approved report format. * Routine scientific or technical calculations. Field assistance in the following areas: * Collection and analysis of personal and area air samples in conjunction with asbestos abatement. * Sampling of soil, water, wastes, asbestos and other materials. * Air emissions and indoor air quality sampling. * Driving and extracting soil gas probes. * Operation of monitoring instruments. * Water level measurements. * Completion of inspection and analytical data forms. * Records and historical documentation review. * Inspection of regulated work areas, equipment, work methods, and compliance with project specifications or industry accepted best practices. * Oversee waste container removal and completion of landfill documentation forms. * Completion of project log books. Assist with the conduct of regulated and hazardous material surveys, including: * Identification of suspect materials and collection of bulk samples when included in the project scope. * Measurements of quantities and dimensions. * Completion of site inspection and dimensions. * Handling and proper recording of material samples. * Interpretation of analytical results. * Preparation of draft report product for Project Manager Quality Review. * Other project duties as assigned by Project Manager or Manager. Qualifications * Bachelor's degree in an environmental or other scientific discipline. * 2 to 3 years of work experience in a technical or scientific capacity, or equivalent experience in the environmental consulting field. * Appropriate technical certificates recognizing specific training or expertise in a discipline related to Chubb Global Risk Advisors' core services (asbestos and lead certifications for inspection and project monitoring). Current State of Maryland Asbestos Inspector highly preferred. Required Skills and Behaviors: * Must be able to carry out sampling and data management tasks accurately and in accordance with standard procedures. * Must be able to learn and apply regulatory requirements in routine sampling tasks. * Must learn to operate and maintain standard monitoring instruments. * Must be able to work safely at all times. * Must be well organized with the ability to meet schedule commitments. * Must be able to make accurate field decisions to assure project integrity and cost-effectiveness. * Must be able to manage subcontractor tasks to assure successful project completion.
