GENERAL PURPOSE

City of Upland is recruiting for

Geographic Information System (GIS) Specialist!!

GIS Specialist under general supervision, performs technical work in support of the City's Geographic Information System (GIS) software; creates and maintains GIS data layers; develops, designs, and creates cartographic maps, displays, drawings, and designs; collaborates with City personnel to discuss GIS requests and generates maps, reports, and related graphic materials; maintains data and GIS databases; provides technical support to the City's hardware, software, and network systems and peripheral devices; and performs related work as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provides graphic support for City departments and projects by gathering, analyzing, and integrating GIS data to create and design a variety of maps, exhibits, and other graphic materials.

  • Receives and responds to user requests for technical assistance; evaluates and defines data needs, project requirements and objectives, and desired output in consultation with end users to develop graphic materials.

  • Analyzes, updates, integrates, and interprets geospatial data from internal and external sources including but not limited to hard copy maps, engineering drawings, database tables related to boundary locations, subdivision, right of way, easements, and City assets in support of City projects and programs.

  • Processes, prepares, and digitizes maps and other data and enters information into a variety of GIS software applications.

  • Develops and maintains a variety of maps from various sources; explains technical information to non-technical staff, including assisting them in accessing, updating, and interpreting GIS information; trains end users on the use and functionality of the GIS system.

  • Conducts research to identify, acquire, and integrate data from other agencies and organizations into the City's data library; collects, records, and downloads field data into GIS utilizing Global Positions System (GPS) equipment and software.

  • Ensures the integrity, quality, and accuracy of a variety of GIS data through routine monitoring of GIS databases and source information.

  • Produces freehand drawings and computer graphics and performs general technical design work.

  • Acts as point of contact for the day-to-day operations of the GIS program; troubleshoots system problems; responds to and resolves inquiries and complaints and escalates problems or issues to the Information Technology Manager as needed.

  • Develops and designs standards and technical specifications for City-wide GIS systems; coordinates with other IT staff to develop information system solutions.

  • Stays abreast of new trends and innovations in technology related to GIS operations; researches, recommends, and evaluates new and modified computer hardware and software solutions and technologies; implements improvements; works with staff to maintain, revise, or improve operations and systems.

  • Maintains user and technical operating instructions and documentation; provides training to users and other technical staff and advises on best practices.

  • Prepares a variety of written correspondence, reports, procedures, and other materials.

  • Maintains accurate records and files related to GIS systems, functions, and other work performed.

  • Provides backup technical assistance to Information Technology Specialists and end users related to computer and network issues; installs, troubleshoots, repairs, and maintains hardware, software, telecommunications, data, computer network, and audiovisual and peripheral equipment as needed.

  • Acts as a liaison for Nobel Systems GeoViewer application, facilitating seamless communication and coordination between our organization and Nobel Systems. Responsible for overseeing the completion of tasks assigned to Nobel Systems, ensuring that all deliverables are met according to the agreed-upon timelines and quality standards.

  • Observes and complies with City and mandated safety rules, regulations, and protocols.

  • Performs other duties as assigned.

QUALIFICATION GUIDELINES

Education and Experience:

Education:

  • Equivalent to an associate degree from an accredited college or university with major coursework in earth science, information systems, geography, drafting, or a related field.

Experience:

  • Two (2) years of experience creating maps and performing spatial analysis using GIS software and/or database management technical support.

Licenses/Certificates/and Special Requirements:

  • Possession of a valid California Driver's License, to be maintained throughout employment.

Knowledge of:

  • Technology, hardware and software, and current applications related to GIS systems, including database management, mapping and report generation, and desktop publishing systems.

  • Principles and practices of digitizing, data conversion, data management, and cartography.

  • Basic GIS and cartography concepts, including map projections.

  • Data gathering and research skills

  • Principles of mathematics and statistics and their application to GIS support work.

  • Researching and reporting methods, techniques, and procedures.

  • Methods and techniques of effective technical report preparation.

  • Methods and techniques of GPS data collection and analysis.

  • Standard engineering terminology, symbols, and mathematics.

  • Basic principles and practices of computer science and information systems.

  • Principles and procedures of recordkeeping.

  • Algebra, geometry and trigonometry as applied to engineering and mapping formulas.

  • Applicable federal, state, and local laws, rules, regulations, ordinances, and procedures relevant to assigned area of responsibility.

  • City and mandated safety rules, regulations, and protocols.

  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.

  • The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.

  • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.

Ability to:

  • Install, configure, test, upgrade, and maintain GIS databases.

  • Create, manipulate, and maintain a comprehensive library of spatial data tables and layers.

  • Create and modify maps, plans, and illustrative graphics using GIS software.

  • Prepare a variety of plans, specifications, maps, graphic materials, and technical reports.

  • Modify topographic maps, plans, and illustrative graphics using GIS software.

  • Read and interpret maps, drawings, blueprints, civil engineering plans and specifications, and aerial imageries.

  • Conduct routine research projects, evaluate alternatives, and make sound recommendations.

  • Perform a variety of technical duties in support of network and computer systems hardware and software.

  • Utilize a computer, relevant software applications and/or other equipment.

  • Respond to and identify user computer-related problems; troubleshoot and diagnose problems; and perform maintenance and repair duties for assigned hardware/software.

  • Establish and maintain a variety of filing, recordkeeping, and tracking systems.

  • Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.

  • Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed.

  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.

  • Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.

  • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.

  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

PHYSICAL AND MENTAL DEMANDS

Physical Demands:

When assigned to an office environment, must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone; ability to stand and walk between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. When assigned to field data collection, must possess mobility to work in changing site conditions; possess the strength, stamina, and mobility to perform light to medium physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; to reach, twist, turn, kneel, and bend, to climb and descend ladders; and to operate a motor vehicle and visit various City sites.

Mental Demands:

While performing the duties of this class, employees are regularly required to use written and oral communication skills; read and interpret data, information and documents; analyze and solve problems; observe and interpret situations; learn and apply new information or skills; perform highly detailed work on multiple, concurrent tasks; work under intensive deadlines; and interact with management, staff, customers, the public and others encountered in the course of work.

Work Environment:

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees also work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

The employee works in garage and outdoor conditions. the noise level changes depending on are employee is working. Outdoor conditions consist of those noises typically found in an automotive repair area.
