GIS Technician

Essential Duties and Responsibilities

This position is responsible for programming, updating, and maintaining the City's Geographic Information Systems (GIS) mapping and database systems based upon spatially referenced data and digital mapping, preserving the integrity and design of geographic information databases. Includes interfacing with other City Departments and outside agencies.

ESSENTIAL DUTIES: The following duties are illustrative only and are not intended to be all inclusive:

  • Support the development of internal and public maps, including community development, city assets, flood plains, and land use.

  • Apply standard practices and techniques to the GIS system and database program; update and maintain the city's GIS system. Serve as a liaison with consultants, Jefferson County, Community Development department, Wheat Ridge Police department, citizens, and other city department personnel to discuss mapping and database related issues.

  • Train, instruct, and provide technical support and assistance to new personnel and current users of GIS software applications, digital data, and various hardware.

  • Plan, research, design and produce custom maps for City Departments and Divisions and external agencies supporting City initiated projects and programs; research and compile data for GIS spatial database from Federal, State, local and commercial sources; design and implement field data collection methods using current GPS and imagery technology. Administer and maintain web mapping services for the Internet and Intranet pertaining to GIS matters. Create and update existing mapping products available on the internet. Have a basic understanding of ArcOnline and basic web development skills.

  • Convert existing graphic and non-graphic documents and analog data to digital format; develop, analyze, and maintain the GIS relational database using applied data editing and management software. Compile data for special projects and reports, ensuring completion by specified deadlines and in accordance with established goals and objectives; track time-sensitive projects and assignments to ensure timely completion.

  • Attend scheduled meetings and provide relevant input based on expertise and observations as appropriate, coordinate with IT Manager and consultant on projects. Attend seminars, conferences, workshops, classes, lectures, professional association meetings, etc., as assigned, to enhance and maintain knowledge of trends and development in field or computer programming; maintain personal knowledge and expertise regarding the use of new software and programming techniques.

  • Prepare construction plans under the supervision of a licensed professional engineer for the City's capital improvement projects. Maintain and update existing "as constructed" drawings and map filing system.

  • Coordinate with GIS Architect, IT Manager, and consultants on projects.

  • Gather information and perform data collection against city assets (e.g., stormwater inlets, stops signs, manholes, traffic lights) anywhere within Wheat Ridge city limits.

  • ADDITIONAL DUTIES: Perform related work as required and assigned.

  • SUPERVISION RECEIVED: Works under the direct supervision of the GIS Architect.

  • SUPERVISION EXERCISED: None.

Minimum Training and Experience Required to Perform Essential Job Functions

QUALIFICATIONS

Knowledge

  • Thorough understanding of the principles of GIS, ESRI software (ArcGIS), and current Microsoft Windows operating systems with regards to use, function, maintenance, and support; possess an understanding of Microsoft SQL database software; comprehensive knowledge of the terminology, principles and methods utilized within GIS and Information Technology; understand nomenclature, symbols, principles and mathematics of mapping/map interpretation.

Skills

  • Demonstrated skill in the operation of equipment necessary to perform the functions of the job; proficient use of ArcPro, ArcOnline; excellent technical skills; verbal and written communication skills.

Abilities

  • Read, analyze, and interpret common technical, and regulatory journals, survey and boundary descriptions; respond to common inquiries from customers; effectively communicate and present information in both written and verbal form; read and understand all types of legal and survey boundary descriptions; program and troubleshoot applied software.

EVIDENCE OF QUALIFICATIONS:

  • Training
  • Bachelor's degree in Geographic Information Systems (GIS), Land Use, Geography, Urban Planning, Computer Science, or a related field however, an emphasis or minor in GIS must have been part of the non-GIS degree program.
  • Experience
  • Two (2) years' experience working with Geographic Information Systems plus training and/or experience in Microsoft Windows; TCP/IP network environment; along with training and experience using the Microsoft Office Suite and the current Microsoft Windows operating system and CAD experience preferred.
  • Any equivalent combination of training and experience that provides evidence the applicant possesses the required knowledge, skills, and abilities.
  • SPECIAL REQUIREMENTS: Possess a valid and current Colorado driver's license or the ability to obtain within thirty (30) days from the date of hire.

  • Strong written and verbal communication skills with the ability to express ideas and facts and interact with all levels of the organization including elected officials and customers. Listens to others and facilitates an open exchange of ideas. Ability to direct, negotiate and mediate at all levels of the organization. Maintain strong working relationships with all internal and external customers.

INDEPENDENCE OF ACTION:

  • Work is performed within authorized limits prescribed by the supervisor and/or policy. Exercises independent judgment in selecting and interpreting information, handling deviations from standard methods and resolving problems. Finished work is reviewed for attainment of objectives and adherence to deadlines. Supervisor is available to assist in solving problems
