BASIC FUNCTION:

Under the direction of the Geographic Information System Analyst, perform a variety of both routine and complex technical activities in the development and maintenance of a citywide GIS system consisting of maps and databases linked together to form a useful tool to be used by City staff and the public.

DISTINGUISHING CHARACTERISTICS:

Geographic Information System Specialist I is the entry level class in this technical support series that it is the training level where incumbents learn the basic tasks associated with development and maintenance of the Geographic Information System. This class may advance to the higher level after successfully completing a one (1) year probationary period and gaining one (1) additional year of experience and demonstrating proficiency which meets the qualifications of the higher level class.

Geographic Information System Specialist II is the skilled class in this technical support series capable of performing the full range of assigned duties. This class is distinguished from Geographic Information Systems Analyst which is the supervisor class, providing work assignment, direction and review to Geographic Information Specialists in addition to performing the most complex Geographic Information Systems work.

Example of Duties

ESSENTIAL DUTIES:

Performs research and interpretation of a variety of maps and other data from public or private agencies for conversion to GIS.

Prepares accumulated information for input to GIS.

Creates and maintains geographic files using GPS, plotters and personal computers.

Edits computer output for completeness and accuracy and makes necessary corrections or updates.

Operates a variety of other computer-related equipment as required.

Utilizes GIS to produce a variety of computerized maps and other data for use by City departments, other public and private agencies.

Assists in demonstrations of GIS for other City departments, public and private agencies.

Resolves service complaints received from user departments and implements corrective action; monitors operating condition of City's GIS computer equipment to assure efficiency.

Receives requests for GIS computer applications development and assists in the development and implementation processes.

Represents the City in meetings with representatives of manufacturers, vendors, professional, and business organizations.

Assists user departments in the periodic reassessment of their GIS goals.

OTHER DUTIES:

Train City staff on the use of the GIS System, its hardware, software, and peripherals.

Perform related duties as assigned.

Typical Qualifications

KNOWLEDGE OF:

Principles, practices, and techniques of GIS management, including applications design, system analysis, data processing, and hardware and software options for geographic and land-oriented applications.

General operating principles and parameters of the type of decentralized and departmental personal computer used by the City.

Applicable laws and regulations.

Standard office procedures and practices.

ABILITY TO:

Monitor a land-based geo-related database system.

Use plotter, GPS and personal computers.

Maintain organized and accurate records.

Exercise sound independent judgment within general policy guidelines.

Establish and maintain effective-working relationships with those contacted in the course of the work.

Represent the City effectively in meetings with others.

Prepare clear, concise, and complete reports, correspondence, and other written materials.

Report to work every scheduled workday.

Supplemental Information

EDUCATION AND EXPERIENCE:

Geographic Information Specialist I: Possession of an Associate of Arts degree from an accredited college or university in a pre-engineering, computer science, or closely related field; and two years of work experience. GIS technical support experience may be substituted for the education on a year-for-year basis.

Geographic Information Specialist II: In addition to the above, two years of work experience at a level equivalent to the City's Geographic Information Specialist I class.

LICENSES AND OTHER REQUIREMENTS:

Valid California Class C driver's license.
