Position Summary

In this role you will be performing lead-level professional, technical, analytical, and customer-oriented work in the GIS application development team of the Spatial Services unit of Information Technology. You will be contributing as a subject matter expert by administering the operations of GIS SaaS software, field data collection apps, Mobile and GPS device management and data collection with a strong focus on customer service and management.

Your immediate deliverables will focus on taking over the user, content and license administration and management of the County's current Enterprise GIS SaaS platform and other similar on-premises technology platforms that utilize Esri technologies, develop strong customer focused relationships with the County's GIS users and partners. Working in collaboration with the rest of Spatial Services and IT, you will be responsible for leading the execution of projects in the annually established workplan and will be contributing to the successful daily operations of Enterprise GIS with emphasis on supporting field data collection and GIS integrations with other systems.

How to be Successful in the Role:

We are looking for someone who can quickly develop a deep familiarity with the current Enterprise GIS web services architecture and system integrations and is an expert on the ESRI GIS platform including products such as ArcGIS Online, ArcGIS Enterprise Portal, Standalone ArcGIS Server, Field Maps/Collector.

Outside of your proven technical expertise and work experience, you should exhibit deep customer-focused project delivery experience and proven customer and time management skills.

Your Future in this Role: You will report to the GIS Supervisor of the Application Development team and be part of the broader team of skilled GIS professionals. You will be instrumental in our mission to provide GIS services and applications that the community and County employees depend on.

You will be leading the development and implementation of integrated technology solutions utilizing Esri technologies, implementing security at all levels of the enterprise GIS platform; researching and solving spatial information technology problems proactively; developing knowledge of the customer's business; and providing lead level direction, assistance, and mentoring to customers and other staff.

Core Daily Responsibilities:

  • Perform lead-level professional functions in GIS data construction, GIS analysis, system implementation and project management.

  • Serve as a technical lead for GIS enterprise systems or technology. Act as technical lead on large scale or complex projects.

  • Plan, coordinate and implement security measures to safeguard information in systems against accidental or unauthorized damage, modification, or disclosure.

  • Design, maintain, enhance, and support GIS business systems/programs. Perform critical role in the identification of business and functional requirements.

  • Plan, design GIS database construction and quality controls. Manage data development and access with department users, systems, operations, and technical support staff. Protect the safety, integrity, and privacy of data and enterprise systems.

  • Support, assist and train internal and external GIS clients on the productive use of County systems and data. Deliver excellent customer service, assist in measuring and creating customer satisfaction, and enhance customer's relationship with the Information Technology Division.

Qualifications

Minimum Qualifications

  • Bachelor's Degree in Science, Technology, Engineering, Geography, or related field.

  • Six or more years of information technology/GIS experience required.

  • Excellent communication and collaboration skills.

  • Additional education or experience may substitute for the recruiting requirements.

Preferred/Desired Qualifications:

  • Lead level recent administrator (licensing, user, and content management) experience in ArcGIS Online, Standalone ArcGIS Server, ArcGIS Enterprise Portal.

  • Recent experience in integrated solution design for GIS field data collection including database design, web service design and management.

  • Experience in implementing and configuring secured web services in the ESRI platform and in related third-party integrations.

  • Demonstrated customer service experience in managing and servicing the needs of large and varied GIS user groups.

  • Experience in serving varied GIS user domains such as Enterprise Asset Management, Fire, Parks, Public Works, Engineering, Sewer, Survey mapping, Health, Road maintenance, Storm drainage, Weed Control, Emergency Management etc.

  • Experience in high accuracy GPS data collection and supporting related equipment.

  • Experience in creating basemaps, caching services and tile package management.

Our benefits:

Vacation (Annual Leave)

After approximately six months, employees receive six days of vacation leave.

Since we value your experience, the amount of vacation you can accrue increases the longer you work with us. Vacation accrues on a bi-weekly basis for full-time employees as follows:

During years 8-13, 20 Days

During years 14-18, 23 Days

A maximum of 45 days may be carried from one year into the next.

Military Leave:

Pierce County has a proud history of supporting the armed forces and provides members of the armed forces with up to 21 days paid military leave per state fiscal year.

Personal Holidays:

Regular full-time and regular part-time employees, and employees occupying limited duration positions, shall also receive two additional paid personal holidays. Paid personal holidays shall only accrue for those employees on County payroll as of January 1 of each year or the first work day following January 1 and must be taken during the calendar year in which it was accrued.

Furlough:

Some Pierce County employees may be designated to receive 10 "furlough" days per year in lieu of holidays. Furlough days are available for use on January 1 and must be scheduled and taken within the calendar year. Employees who leave employment with Pierce County must reimburse the employer for used furlough days based upon the number of remaining holidays.

Sick Leave:

Sick leave accrues on a bi-weekly basis, at the rate of one day per month.

Insurance Benefits:

Employees and families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with very affordable monthly premiums that offer coverage throughout Pierce County. Employees are eligible to enroll each year in a flexible spending plan, which enables them to use tax-deferred dollars toward their health care and dependent care expenses. Employees also have the opportunity to participate in supplemental life and long term disability insurance plans. Retirement and Deferred Compensation:

Pierce County employees are members of the State of Washington's Department of Retirement System (DRS) and depending on the position or previous DRS enrollment will be able to enroll in one of many programs DRS offers. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Nationwide Deferred Compensation Plan. This is a supplemental retirement savings program that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security:

All Pierce County employees are covered by the federal Social Security and Medicare systems. The county and the employee pay an equal amount into the system.
