The City of Oxnard is currently looking for a GIS Manager to join our growing team of technology professionals. The GIS Manager is a key member of the IT leadership team and reports to the Chief Information Officer. The manager will lead the team responsible for development, implementation, and management of GIS applications and services to support various city functions. The GIS Manager will lead a team of GIS professionals and collaborate with multiple departments to leverage geospatial technology in enhancing city operations and decision-making.

Payroll Title/Classification: Info Technology Officer I

DISTINGUISHING CHARACTERISTICS:

The Information Technology Officer I is the journey level class for the Information Technology Officer series. This class is tasked with managing City resources and contract staff to oversee assigned systems projects and initiatives. This class is distinguished from the Information Technology Officer I in that the Information Technology Officer I provides planning, implementation and operational oversight of assigned technology function, and may provide direct supervision of assigned staff.

SUPERVISION RECEIVED/EXERCISED:

Receives general supervision from the Chief Information Officer. Exercises supervision over City staff and contract staff in the assigned function area.

WORK SCHEDULE:

The normal work week is Monday through Friday 8:00 am-6:00 pm with every other Friday off. This position may be required to be available to work additional hours as needed to respond to workload needs.

Please note:

The Information Technology Department supports public safety personnel including the Police Department. Therefore, as part of the selection process, applicants will be required to successfully complete a thorough background investigation, which includes a polygraph exam.

Essential Functions

Leads the team responsible for actively guiding and participating in the management of GIS systems, services, projects, and analyses supporting departments throughout the City including police, fire, public works, among others. This role demands a blend of leadership and technical expertise, requiring you to not only manage and mentor a team of GIS professionals but also to directly engage in the day-to-day tasks within the department including:

  • Customized GIS Mapping and Analysis

  • GIS Data Management and Integration

  • GIS System Administration and Maintenance

  • Technical Support and Consultation

Specific areas of responsibility include:

GIS Project Management and Execution

  • Planning, coordinating, and overseeing GIS projects from initiation to completion.

  • Ensuring projects meet departmental needs and align with city-wide strategic goals.

Spatial Data Analysis and Cartography

  • Conducting advanced spatial data analysis to support city operations and planning.

  • Designing and producing customized maps and visualizations for various city departments.

Database Management and Quality Control

  • Overseeing the collection, storage, and maintenance of GIS data.

  • Implementing quality control measures to ensure data accuracy and reliability.

Technology Implementation and Innovation

  • Evaluating and integrating new GIS technologies and tools.

  • Leading innovation in GIS to enhance city services and decision-making processes.

Interdepartmental Collaboration and Support

  • Working closely with various city departments to identify and address their GIS needs.

  • Providing expert advice and support to leverage GIS in departmental operations.

Training and Skill Development

  • Developing and conducting GIS training programs for team members and other city employees.

  • Ensuring the continuous professional development of the GIS team.

Policy and Standards Development

  • Establishing policies and standards for GIS usage within the city.

  • Ensuring compliance with local, state, and federal regulations related to GIS and spatial data.

Stakeholder Engagement and Communication

  • Communicating effectively with internal stakeholders and external partners regarding GIS initiatives.

  • Representing the GIS department in meetings, committees, and public forums.

  • Actively engaging in the GIS community by participating in relevant forums, attending conferences, workshops, and other industry events. This role involves contributing to discussions, sharing insights, staying abreast of the latest trends and developments in GIS, and networking with professionals in the field to foster collaborative relationships and promote knowledge exchange.

  • In the event of an emergency, plays a crucial role in the City's Emergency Operations Center (EOC), providing vital GIS support. Responsible for leveraging the City's GIS resources and data to assist in decision-making, resource allocation, and planning to effectively manage and respond to the crisis.

General Responsibilities:

  • Monitors emerging technologies and industry trends, making recommendations for enhancements and advancements to support the city's mission.

  • Improves productivity by highlighting deficiencies and recommending changes in tools, training, processes, reporting, and employee engagement.

  • Maintains quality service by establishing and enforcing organization standards.

  • Resolves issues, ensuring a proactive, fast path to resolution. (This work effort may extend beyond the course of the standard work schedule).

  • Delivers and exceeds IT Team performance target ensuring internal service level commitments are met.

  • Develops and manages their department's budget, tracking expenses, and ensuring cost-effectiveness.

  • Collaborates with internal stakeholders, such as IT teams and executive management, to ensure that a broad perspective of requirements are considered in the design and implementation of new systems or processes.

  • Manages vendor relationships, negotiates contracts, and oversees service level agreements to ensure the delivery of high-quality services.

  • Fosters a collaborative and high-performing team culture where perspectives are valued, new ideas are encouraged, and continuous improvement is expected.

Minimum Qualifications

Education:

  • Possession of a Bachelor's Degree with major coursework in Geographic Information Systems, Geography, Urban Planning, Computer Science, or a related field from an accredited institution.

Experience:

  • Possession of the equivalent of five (5) years of progressively responsible professional experience in GIS, including two years of supervisory experience within a GIS team.

  • Demonstrated experience in managing GIS projects from conception to implementation.

  • Extensive knowledge of GIS software, including ESRI ArcGIS and database management systems.

  • Proficiency in spatial analysis, cartography, and data visualization.

  • Familiarity with GPS technology, remote sensing, and related data collection methods.

  • Understanding of web GIS and mobile application development in the GIS context.

License, Certification and Other Requirements:

  • Possession of, or ability to obtain, a valid class C California driver's license

  • Must be able to speak and understand English to effectively communicate with fellow employees, customers, and vendors.

Highly Desirable Experience, Qualifications and/or Certifications:

  • Post-graduate education in Geographic Information Systems, Geography, Urban Planning, Computer Science, or related field from an accredited university.

  • Local government or public sector experience especially public safety (police and fire).

  • GIS Professional (GISP) certification or equivalent.

  • Additional certifications related to project management, IT management, or urban planning.

  • Background in data analytics and/or artificial intelligence (AI) and applying these techniques to geospatial data.

Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.

Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.

This position requires a 12 month probationary period.

Retirement Contributions:

New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.

Vacation/Annual Accrual Rates:

Leave accrual rates vary between 6.24 - 11.78 hours per pay period based on years of service.

Administrative Leave:

Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.

Deferred Compensation:

The City contributes 1% to a deferred compensation program.

Bilingual Pay:

A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.

Health and Dental:

Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below:

Level One

  • For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City's monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.

Level Two

  • For employees hired on or after January 1, 2023, the City will contribute $1,863.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.

Holidays:

The City observes 12 holidays per year

Life Insurance:

City employees receive Basic Life Coverage ($5,000) + AD&D ($10,000) + 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.

Tuition Reimbursement:

Full-time employees are eligible for 75% reimbursement for work related coursework up to a maximum of $5000 per fiscal year.
