This position may be eligible for telework.   The default assigned work location for this position is in Olympia, Washington.  Frequency of onsite work will vary based on business and operational needs.

The Geographic Information System (GIS) Section is part of the Habitat Program Administrative Operations Division, and is responsible for geospatial data management, producing maps, applications, and technical reports, providing GIS and technical training, and providing GIS customer service and consultation for the WDFW Habitat Program.

Expand current critical capacity for application development, data management, and general IT/GIS support within the program.

Depending on which level you are hired at, your salary range will be as follows:

IT App Developer--Entry - $6,331 - $8,514 monthly

IT App Developer--Journey  $6,806 - $9,154 monthly

In this dynamic role, you will design, implement, and maintain IT systems for collecting, managing, and publishing authoritative data.

With your experience, you will provide IT/GIS consultation services, products, and training.

We are seeking a candidate to promote & deliver effective, practical, and innovative enterprise data management solutions.

Here are some things you will do in this role:

Application development

  • Develop and maintain web applications, data collection applications, reporting solutions, and legacy systems. The final products include tools, applications, etc. that facilitate data creation, update, and transformation into agency databases, and sharing of relational spatial data with internal and external clients. Outcomes include efficient and secure workflows, up-to-date and improved accuracy of data:
  • Develops applications and maintains web applications using modern programming languages, frameworks, and build tools.

  • Authors and maintains technical documentation on application business rules, data management processes, procedures, and content.

  • Designs, develops, and implements solutions to meet business needs.

  • Troubleshoots and resolves system issues and technical problems for Habitat Program applications and databases.

  • Configures commercial-off-the-shelf (COTS) solutions.

Data management

  • Develop, maintain, and enhance Habitat Program databases. The final products/outcomes are highly functional databases that provide efficient access to end users and improved data accuracy:
  • Programs stored procedures, views, and triggers to append/update records for enterprise SQL server databases and applications.

  • Manages database security controls by granting and maintaining user roles and permissions for accessing and editing SQL Server databases.

  • Writes and maintains code to automate tasks and manage data across multiple server environments using Python and manages associated source code repositories.

  • Adheres to Agency and State standards, methods, procedures and best practices for data development, deployment, and maintenance.

Technical support and customer service

  • Provide technical support, consultation, and customer service to agency staff and external entities. Outcomes include better-informed clients, clearly defined problem statements, creation of new partnerships, and the strengthening of existing partnerships through improved customer service:
  • Works with agency staff to gather requirements and provide recommendations on solutions and creates products that meet customer's business needs.

  • Creates graphics, maps, figures, and graphs in support of reporting for Habitat data systems.

  • Provides training and consultation to end users (internal and external) so that they easily understand how to use the products (data products, applications, etc.) and tools that are available to them.

  • Responds promptly to internal and external requests.

WORKING CONDITIONS:

  • Work Setting, including hazards:

  • primarily an office position. Typical office hazards include sharp edges on desks, unprotected corners on overhead cabinets, unsecured shelving and cabinets, and tripping hazards.

  • Schedule:

  • Monday

  • Friday, 8:00 AM - 5:00 PM, with some flexibility for alternate schedules.
  • Travel Requirements:

  • May travel to meetings/conferences, requiring overnight travel.

  • Tools and Equipment:

  • Standard office equipment.

  • Customer Interactions:

  • Responsiveness to inquiries from internal and external customers.

This IT Application Development (In-Training) series provides mentoring and career development opportunities for candidates with limited experience.

Candidates will be hired as a IT Application Development

  • Entry or IT Application Development

  • Journey, dependent on skills and experience.

Required Qualifications for the IT Application Development

  • Entry:
  • Bachelor's degree from a four-year accredited college or university with major coursework in one or more of the following areas:

  • Computer Science.

  • Information Technology.

  • Geographic Information Systems.

  • Natural Resource Science.

  • Or closely related field.

And

  • One (1) or more years of Information Technology experience such as data management, programming, analyzing data, maintaining geographic information systems, configuring commercial-off-the-shelf solutions, or closely related experience.

Please note:

  • Additional qualifying experience may substitute year-for-year for the degree.

License:

  • Valid driver's license.

Knowledge of:

  • Programming best practices.

  • Version control.

  • Modern build tool chains

  • Configuration of commercial-off-the-shelf (COTS) and/or software-as-a-service/platform-as-a-service (SaaS/PaaS) solutions.

Required Qualifications for the IT Application Development

  • Journey:
  • Bachelor's degree from a four-year accredited college or university with major coursework in one or more of the following areas:

  • Computer Science.

  • Information Technology.

  • Geographic Information Systems.

  • Natural Resource Science.

  • Or closely related field.

And

  • Four (4) or more years of Information Technology experience such as data management, programming, analyzing data, maintaining geographic information systems, configuring commercial-off-the-shelf solutions, or closely related experience.

Please note:

  • Additional qualifying experience may substitute year-for-year for the degree.

License:

  • Valid driver's license.

Knowledge of:

  • Programming best practices.

  • Version control.

  • Modern build tool chains

  • Configuration of commercial-off-the-shelf (COTS) and/or software-as-a-service/platform-as-a-service (SaaS/PaaS) solutions.

PREFERRED QUALIFICATIONS:

In addition to those required qualifications, our ideal applicant will also have some or all of the following:

  • Web GIS application development experience using modern frameworks, build tools, the ArcGIS Maps SDK for JavaScript (formally known as the ArcGIS JavaScript API).

  • Experience using version control systems such as Git and following best management practices regarding source code management.
