Under limited supervision, the GIS manager will perform the independent analysis, design, implementation, modification and upgrade of agency applications for geographic information systems and spatial data for the agency. To include statistical analysis, processing, automation of spatial data and advanced cartographic products. Emphasis will be placed on supporting Health related Deputy areas.

  • Design, develop, implement, maintain and provide technical support for geographic information systems and user applications as assigned to support health related program areas and activities. Provide technical back-up for other applications as assigned. Adheres to Information Technology application development standards.

  • Perform statistical analysis of spatial data to include data processing, automation, and data quality to ensure data credibility. Develop, maintain, and monitor spatial data services. Provide technical backup to other spatial data sets as assigned. Design advanced cartographic products to meet customer requirements.

  • Act as technical consultant to customers and work with other technology staff to ensure applications adhere to Information Technology application development standards. Assist with problem resolution.

  • Prepare and maintain system documentation for applications supported. Provide appropriate administrative documentation/project communication.

  • Other duties as assigned.

Minimum and Additional Requirements

State Minimum Requirements: A bachelor's degree in geography or a related field and work experience in the development and maintenance of geographic information systems; or an associate degree in geography or a related field and expert-level work experience in the development and maintenance of geographic information systems.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Agency Additional Requirements: One year of relevant experience. Portfolio of work demonstrating competency in the maintenance and development of GIS web applications.

Preferred Qualifications

  • Experienced with ArcGIS Enterprise, Spatial Analysis for Public Health, and Confidential Data Management

DRIVING RECORD: If this position requires the applicant to possess a valid driver's license to operate a state vehicle or personal vehicle, any applicant being considered in the final stages of selection for the position will be required to provide a certified copy of a 10-year driving record.

This position is part of the South Carolina Department of Health and Environmental Control's Office of Information Technology. The work performed supports DHEC's mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Public Health created by Senate Bill 399 which provides for the creation of the Department of Public Health to assume the public health-related functions of DHEC.
