THE POSITION

Job Summary:

Under general direction, manages the city's geographic information system and supervises staff involved in related computer applications and projects.

ESSENTIAL DUTIES

(These functions are representative and may not be present in all positions in the class. Management reserves the right to add, modify, change or rescind related duties and work assignments.)

  • Plans, directs, organizes and evaluates the work of professional and other staff involved in GIS activities and related projects; develops, coordinates, and provides citywide related training of staff as necessary.

  • Coordinates projects with other departments, businesses and agencies in support of city goals and related activities.

  • Assigns projects, monitors activities to ensure quality and accuracy of work.

  • Manages the development and integration of a geographic information system; operates GIS applications.

  • Develops specifications and solutions for city departments needs using various software and researches current trends in GIS and related information technology.

  • Provides technical and project leadership and supervision to staff.

  • Maintains cooperative working relationships with other cities by providing mutual assistance on various GIS-oriented projects.

  • Conducts and/or directs the research, collection, compilation, evaluation, reconciliation, and analysis of geographic data.

  • Maintains current knowledge in the field of GIS and other related technologies.

  • Makes presentations to employees, governmental and/or public groups.

  • Develops and administers program budget.

  • Participates in the development of departmental policies and procedures.

  • Provides information to and consults with the public.

  • May assist in developing and managing Web sites and Internet applications for department and citywide usage.

  • Develops and prepares contracts and other agreements with vendors and other agencies.

  • Prepares reports and correspondence including Council agenda items.

  • Performs related duties as required.

QUALIFICATIONS

A typical way to obtain the requisite qualifications to perform the duties of this class is as follows:

Education and/or Experience:

Bachelor's degree in geography, engineering, public administration, planning, or a related field and four (4) years of full-time, paid professional experience in GIS, or related field including one year of experience in using a variety of related information technology software and one year of experience in a supervisory role. Professional experience in planning and/or redevelopment is desirable. Experience and/or education in a related field may be substituted on a year for year basis.

Knowledge of:

  • Principles of management, supervision and training.

  • GIS principles and applications.

  • Global positioning system (GPS) usage.

  • Spatial analysis.

  • GIS and related industry organizations and publications to keep up with the changes in the technology.

  • Principles of statistics, and geography.

  • City organization, operations, policies and objectives.

  • General record keeping practices.

  • Basic budgeting practices and procedures.

  • Basic purchasing practices and contract administration.

  • Research and analytical methods.

  • Personal computer software and hardware.

  • Office practices and procedures.

  • Effective methods of report presentation.

  • Cost analysis.

Skill and Ability to:

  • Efficiently and effectively manage a geographic information system.

  • Use plotters, scanners, personal computers and other related equipment and software.

  • Compile, analyze and interpret geographic data.

  • Supervise, direct and evaluate staff.

  • Identify and analyze problems and take effective corrective action.

  • Effectively communicate orally and in writing.

  • Maintain accurate records and prepare clear and concise reports.

  • Establish and maintain effective working relationship with others.

  • Make effective oral presentations.

License:

Possession of a valid California Class C driver's license. Employees in this classification will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects their driving record.

WORKING CONDITIONS

Physical Requirements and Working Conditions:

  • Require vision (which may be corrected) to read small print.

  • Perform work which is primarily sedentary.

  • Require the mobility to stand, stoop, reach and bend.

  • Operate a personal computer and other office equipment for prolonged periods of time.

  • Perform lifting, pushing and/or pulling which does not exceed 50 pounds and is an infrequent aspect of the job.

RECRUITMENT PROCESS:

Applications will be screened and evaluated for relevant training and experience. Applications must be complete and include all required documents. The Human Resources Department reserves the right to adjust, modify, delete and/or change the above exam types and/or weights.

Supplemental questionnaires are used to evaluate applicant's indicated abilities with the ideal candidate profile. Applicants must achieve a cut-off score of 70% or above on the written, performance and oral examination to be placed on the eligibility list. Passing the written, performance and oral examination does not guarantee an invitation to the selection interview. The Human Resources Department reserves the right to invite those amongst the highest scoring to the next phase of the recruitment.

Revisions to a testing component during a recruitment process can be made at the discretion of the Human Resources Department. Applicants will be notified by email if a revision is made. An eligibility list will be established in accordance with the City's Personnel Rules, Rule VI, and Employment List Procedures.

Other:

  • Employees pay the full Employee Paid Member Contribution on a pre-tax basis.

Medical Insurance

  • The City contracts with CalPERS for medical benefits, which offers employees a choice of various HMOs and PPOs.

  • The City will pay the full family HMO premium from Kaiser Permanente of Los Angeles Region (including Riverside and San Bernardino counties) for each Unit member and eligible dependents. - a cafeteria cap of $200.00, per month, will be placed on any remaining premium monies.

  • Employees may elect to discontinue or not enroll in the health insurance program upon proof of equal coverage. These employees shall receive 75% of the lowest 2-party premium to be deposited into the employee's City-sponsored deferred compensation account.

Dental Insurance

  • The monthly dental premium is fully city-paid.

  • Employees may elect to discontinue or not enroll in the dental insurance program upon proof of equal coverage. If this option is selected, employees shall receive 75% of the premium to be deposited into the employee's City-sponsored deferred compensation account.

Vision Insurance

  • Employees may purchase vision care through payroll deduction from wages and/or with monies remaining from the sum provided for health insurance.

Life Insurance

  • $100,000.00 Basic Group Term Life Insurance premium paid by the City.

Deferred Compensation

  • Deferred Compensation Plan is available, employee participation is optional. Deferred Compensation City match per calendar year as follows:

  • One Thousand dollars ($1,000.00) per calendar year for Unit members in the classifications of Senior Clerk, Division Secretary, Administrative Secretary, Human Resources Assistant, Human Resources Specialist, Sr. Human Resources Specialist, Deputy City Clerk, and any other non-exempt classifications thereafter adopted.

  • One Thousand Five Hundred dollars ($1,500.00) per calendar year for Unit members in the classifications of Principal Administrative Analyst, Sr. Risk Management Analyst, Human Resources Analyst, Sr. Human Resources Analyst, Senior Administrative Analyst, Administrative Analyst, and any other non-exempt classifications thereafter adopted.

  • Two Thousand dollars ($2,000.00) per calendar year for Unit members in the classification of Executive Assistant.

  • Two Thousand Four Hundred Dollars ($2,400.00) per calendar year or at the same level as members within the AME bargaining unit, whichever is higher, for Unit members in the classifications of Risk Manager, Public Information Manager, Human Resources Manager, and Sustainability and Innovation Manager.

Holiday Leave

  • 14 paid holidays per calendar year.

Administrative Leave

  • Exempt employees accrue 10 hours per month.
  • 160 maximum accrual hours.

Annual Professional Development Allowance

  • The City provides ($650.00) for Exempt employees and the classification of Executive Assistant, and ($300.00) for Non-exempt employees payable within the first quarter of each fiscal year.

Education/Tuition Reimbursement

  • The City will reimburse employees up to the California State University in-state rate (per semester, quarter, or academic year).

Retiree Medical

  • The City shall pay a monthly health insurance premium for eligible retired unit members as follows:
