Responsibilities:

Responsibilities Include:

  • Oversees end user needs to develop IT solutions, designing/implementing processes, new/customized capabilities/services for client use with the aim of optimizing operational efficiency, applying principles and techniques of system management processes, engineering analysis, and IT development methodologies as appropriate.

  • Support the definition and development of non-materiel solutions, including the planning for tradecraft and workforce changes for the implementation of the GB business model.

  • Design develop supporting strategy, vision, future end state, and concept of operations.

  • Support strategy, design and development and execution of advanced concepts into prototypes.

  • At customer direction, provides oversight and direction to implement customer vision to replace aging legacy systems with an Open System, Service-Oriented Architecture as developed by the ASC contract.

  • With USG Product Owner, plans, develops, and coordinates epics and features for future planning sessions with USG product owner.

  • Supports agile development software process, planning increments and sprint planning sessions and provides additional systems engineering support as needed.

  • Ensures acceptance criteria are properly written and satisfied

  • Attends daily scrums and supports design technical exchange meetings

  • Ensures partnering, efficient solutions engineering and reuse first, Agile SE&I processes, leveraging tailoring & extending innovative approaches & cost-saving measures, applying industry standards

  • Ensures project activities transparency & info sharing, informing NGA decision-making bodies, & directly facilitating collaborative, innovative, efficient, rapid solutions engineering capturing, publishing solution options, resolutions for future reference, NSG enterprise awareness

  • Advocates current and future technology, and ensures the Project captures innovative tradecraft, lessons learned, and best practices

    Qualifications:

Required Qualifications:

  • Active TS/SCI Clearance

  • Bachelor's degree in Engineering, Computer Science, Information Systems, Math, or related scientific or technical discipline

  • 11+full years of experience in related field

  • Experience using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to solve complex problems

  • Self-starter able to manage multiple tasks and changing priorities delivering efficient staff work

  • Demonstrated ability to establish effective customer relationships with senior level government personnel; ability to work independently and within a team environment

  • Strong customer service team skills; able to collaborate with cross-functional and other organizational teams

  • Excellent presentation and communication skills; Able to lead technical forums, reviews, initiatives, and studies

  • Technical project engineering leadership skills and experience; Program and systems analysis experience Desired

    Skills:
  • Advanced degree or certification in a technical field

  • Demonstrated experience in engineering GEOINT data access, discovery, and retrieval

  • Demonstrated experience in cloud technology with emphasis on distributed performance

  • Demonstrated knowledge of the NSG programs to include both legacy systems, as well as key concepts for future vision architecture (e.g., Cloud hosting, Platform-as-a-Service, and other IC ITE initiatives) and services

  • Knowledge of USG and commercial space, air, and ground domain ISR GEOINT capabilities

  • Demonstrated working knowledge of: Lean Start-up, Waterfall, Spiral, and Agile development, acquisition, systems engineering, and development methods (Minimum Viable Products, User Story Generation, Sprint/Scrum Development, Development Back-log management, Test-Driven Development)

VIEW JOBS 11/9/2018 12:00:00 AM 2019-02-07T00:00 Overview Eagle Ray is looking for an Expert Level GEOINT Standards Developer to assist with the mission of National Geospatial-Intelligence Agency's Foundational Engineering (NFE). NFE's mission is to provide Foundational Systems Engineering services to support both Strategic Enterprise and Program/Project Execution engineering and architecture. Expert Level GEOINT Standards Developer will work in collaboration with NSG & ASG community membership, international partners, and other members of the GEOINT & IT Standards Division to ensure current and updated standards content of information & web service standards meet capability delivery dates for NGA & NSG initiatives and solution providers. Responsibilities * Serve as a Subject Mater Expert (SME) on development of GEOINT Standards with the objective of facilitating compliance and interoperability through integration of NSG & ASG requirements while reducing technical and schedule risk associated with Open Geospatial Consortium (OGC) Web Services. * Ensure current and future GEOINT standards will satisfy capability requirements at the program and strategic level across NGA, the NSG, and ASG. * Develop capability based standards profiles and reference architectures to enable search, discovery, access, retrieval, integrated intelligence, and advanced analytics. Qualifications Required: * TS/SCI * Bachelor's degree in technical or scientific fields such as engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, Management Information Systems, or related STEM degree program. * 13+ yrs. exp. with the development and implementation of standards related to geographic information, metadata, geography, GML, application schemas, schema implementation & registries. * Experience with OGC data & web service standards and implementation. * Ability to guide development efforts in the effective use of standards to achieve mission capabilities. * Expertise in UML, XML, XML Schema, JSON, and JSON Schema. * Familiarity with NGA mission, products, and role in the NSG community. Desired: * Master's degree in technical or scientific fields such as engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, Management Information Systems, or related STEM degree program. * Detailed knowledge and understanding of the entire NSG GEOINT standards baseline, including demonstrated expertise in the development and execution of the entire suite of web services standards cited in the DoD IT Standards Register (DISR). * Detailed understanding of NSG data standards and implementations, and the relationships between the data, web service, and encoding standards utilized to support data sharing operations across the NSG/ASG community. * Experience working with: Class Diagrams & object-based/oriented modeling concepts and Logical data models and application schemas. * Experience with application schema and XML implementation and programming.
