The City of Menifee is seeking an experienced and innovative Geographic Information Systems Coordinator to fill a position within the Information Technology Department. The selected candidate will provide oversight and hands-on system administration support.

THE POSITION

Under general supervision, analyzes and performs management of the City's enterprise GIS databases and geographic information systems necessary to support City infrastructure, planning, engineering, and police programs; ensures that accurate and reliable spatial data is available to all City departments to support public safety and community quality of life; maintains, coordinates, and administers the City's Geographic Information System, including the analysis of complex data and the design, implementation, and maintenance of GIS applications; coordinates administrative and consultant support as necessary.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from assigned supervisory or management staff. Exercises direct supervision over assigned staff and/or consultants.

CLASS CHARACTERISTICS

This is the professional classification in the GIS series. Work in this classification is distinguished by the complexity of assignments, independent judgment and discretion in problem analysis and development of solutions, and the responsibility of ensuring the integrity of the data and analysis relied upon by City staff, executives and Council members for critical planning decisions.

  • Oversees the planning, design, development, process documentation, and strategy implementation of the GIS program; assists management with GIS budget preparation and maintenance.

  • Responsible for oversight and development of data management practices, including, but not limited to the GIS Division of the Information Technology Department.

  • Responsible oversight and management of City's Open Data practices.

  • Responsible for project management of assigned large-scale projects within the GIS Division, within the Information Technology Department and may also include other Departments and/or external partners.

  • Oversee and administer the GIS Remote Sensing (Drone based data acquisition) program within the GIS Division.

  • Plan, coordinate and safely operate remotely operated vehicles (drones) in accordance with applicable City policies and procedures and Federal Aviation Administration (FAA) regulations.

  • Develops SQL statements to create views, analyze datasets and create reports.

  • Adapts and performs detailed spatial analysis to resolve GIS mapping problems and develop solutions; analyzes user needs and determine most effective approach to satisfy customer needs.

  • Analyzes direction of GIS program through interaction with City GIS users by keeping current with industry trends and by establishing and maintaining relationships with other GIS professionals; promotes and demonstrates innovative uses of GIS technology to make City procedures more efficient and data readily accessible.

  • Develops and maintains GIS layers/data elements consistent with Federal, City, and industry standards; performs complex research in accumulating, and evaluating the accuracy of, existing and new data elements from a variety of internal and external sources.

  • Confers with other City departments, citizens, developers, and other agencies regarding complex issues to ensure compliance with City standards as well as those of various emergency services organizations.

  • Converts complex and sophisticated multi-layered maps and datasets for a wide variety of applications and customers.

  • Analyzes user needs and determines the most effective approach to satisfy those needs.

  • Utilizes advanced GIS systems and techniques, designs and creates cartographic quality maps for a wide variety of customers and purposes.

  • Establishes, documents, and enforces GIS standards and procedures.

  • Reviews software specifications for new and enhanced systems and applications and identifies impacts on existing or other planned applications.

  • Trouble-shoots and maintains GIS systems; maintains professional relationships with software vendors.

  • Provides internal training on GIS resources, capabilities, and applications.

  • Participates in defining and implementing strategies.

  • Provides general guidance and direction of project consultants and general daily oversight of work performed by other GIS staff members.

  • Performs other duties as assigned.

KNOWLEDGE OF

  • Applicable federal, state, and local laws, codes, and procedures relevant to assigned area of responsibility.

  • GIS systems such as the ESRI suite of products or equivalent systems

  • Cybersecurity and Data Privacy principles and practices, particularly as they apply to GIS systems and data-sets.

  • Publishing static and interactive GIS information to the web

  • Integrating GIS systems with other systems such a land-management, permitting, asset management, and other systems.

  • Principles, practices, standards, terminology and trends in GIS at both local and national levels, including National Mapping Accuracy Standards, projections and datums; of GPS theory, field collection, and post-processing; of the technical literature, research studies, and current developments in the field of GIS and spatial data; of cartographic principles, practices, standards, and terminology.

  • SQL database capabilities and database design techniques used in GIS applications.

  • Coordinate geometry methods of mathematically representing property, rights of way, and map features.

  • Computer hardware and software, including applications, large-format plotters/scanners.

  • Research and reporting methods and techniques.

  • Design techniques, tools, and principals involved in production of precision technical plans, blueprints, drawings, and models.

  • City and mandated safety rules, regulations, and protocols.

  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.

  • The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.

  • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.

ABILITY TO

  • Partner with other Departments city-wide to research, propose, and implement GIS enabled process improvements and streamlining service delivery or new services to the community.

  • Select and supervise staff, provide training and development opportunities, ensure work is performed effectively, and evaluate performance in an objective and positive manner.

  • Create and maintain spatial data layers, perform complex spatial analysis.

  • Interpret, apply, and explain laws, codes, regulations, and ordinances.

  • Effectively exercise supervisory control over complex technical GIS projects.

  • Plan, perform, and coordinate technical spatial data field collection activities, including the use of computers.

  • Analyze potential GIS applications to determine feasibility and determine needs of customer.

  • Effectively participate in GIS application programming and testing activities

  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.

  • Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.

  • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.

  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

EDUCATION AND EXPERIENCE

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

  • Equivalent to a Bachelor's degree from an accredited college or university with major coursework in geographic information systems, computer science, or closely related field or a certification in geographic information systems.

  • At least four (4) years of increasingly responsible professional experience in a GIS-related field.

LICENSES AND CERTIFICATIONS

  • Possession of a valid California Class C Driver's License.

  • Possession of, or ability to obtain, FAA Certified Remote Pilot (FAA's Small UAS Rule (Part 107)) certification and ability to operate drone recording equipment is highly desirable.

PHYSICAL DEMANDS

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.

ENVIRONMENTAL ELEMENTS

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
