ICC Overview

The ICC is made up of 2 main segments. The Bureau of Public Utilities and The Bureau of Transportation.

Public Utility Services

Through its Bureau of Public Utilities, the Commission oversees the provision of adequate, reliable, efficient and safe utility services at the least possible cost to Illinois citizens served by electric, natural gas, telecommunications, water and sewer public utility companies.

Transportation Services

Through its Bureau of Transportation, the Commission oversees public safety and consumer protection programs with regard to intrastate commercial motor carriers of general freight, household goods movers, relocation towers, safety towers, personal property warehouses and repossession agencies. The Commission's Rail Safety Program also inspects and regulates the general safety of railroad tracks, facilities and equipment in the state.

Job Responsibilities

Under administrative direction, serves as coordinator of day-to-day administrative operations of the Des Plaines Police Office in the efficient organization, planning, implementation, control, and evaluation of the policies, procedures, and objectives for the Office and its staff. Additionally, provides confidential administrative support to the Chief of Police, Assistant Chief of Police and District Commanders.

  • Delegates work assignments, evaluates workflow, and assumes the responsibility for the general operations of the Des Plaines Administrative functions.

  • Oversees all licensure and administrative aspects of the relocation towing program, conducts criminal history checks on license and permit applicants, issues license/permit if appropriate, schedules appointments for permits, prepares application packet for Office of Transportation Counsel, issues license and credentials upon final Commission order; prepares recommendations to Commission for approval or denial, tracks inventory and dispersal of relocation tow record forms. Tracks inventory and disbursement of collateral recovery tickets.

    Coordinate court schedules for police officer's appearances. Receives, assigns, and tracks complaints regarding relocation towing, safety towing, household goods movers and motor carriers of general freight.

3.Coordinates the monitoring of and attainment of and/or monitors and attains approvals of commodities, equipment, contractual, telecommunications, and automotive expenditures and other administrative requests. Interacts with the Springfield Information Technology Services Section (ITS) regarding computer equipment needs for the police section.

Assists the Executive Directors Office with the evaluation, planning, and execution of changes regarding the utilization of space and the acquisition and repair of furniture and equipment in the police section.

Assists the Administrative Services Division in coordinating all phone and equipment installation and repairs. Coordinates, with Administrative Services Division, purchases of equipment and contractual requests for the Bureau; when necessary, works with outside vendors on preliminary arrangements for purchases.

4.Oversees entry, maintenance, and routine and special reporting of data regarding officer activity, administrative and court citations, complaints, and relocation towing. Schedule appointments for relocation towing companies for the purchase of relocation towing invoices; maintains and monitors records of police vehicles and monthly reports related to maintenance and gasoline purchases; assists with FOIA requests and record retention.

5.Serves as liaison to the general public, other enforcement agencies, transportation industry groups, and other state agencies regarding Commission Police activities, researches and responds to inquiries.

6.Assists the Chief of Police in confidential matters by providing, executing, transmitting, and maintaining appropriate forms, records, and documents. Attends meetings on behalf of the Chief.

7.Supervises the Des Plaines office administrative staff. Evaluates the performance of staff assigned to the Section, on a periodic basis. Recruit applicants for approved staff positions and makes recommendations to the Chief of Police on candidate selection.

8.Supervises the maintenance of time records for the Des Plaines staff, the distribution of Transportation Requests, generates travel and ethics request, the distribution of petty cash, the preparation of reconciliation reports.

9.Performs other duties as required, or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

Requires the knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in business or public administration, or a closely related field; plus five years of related work experience with one to three years of supervisory experience preferred; the ability to analyze administrative problems and adopt an effective course of action; the ability to estimate and budget for future needs and cost of personnel, space, equipment, supplies and services; the ability to develop and maintain cooperative working relationships; extensive knowledge of the personal computer and its related programs and applications; extensive knowledge of agency programs and service objectives, policies, activities and operational systems; extensive knowledge of staff utilization and employee motivation; the ability to exercise judgment and discretion in developing, implementing and interpreting agency policies and procedures; and superior oral and written English communications.
