Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Certificates and Licenses Required Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso. Typical Duties Is responsible for the management of unique County assistance programs that provide assistance to County residents, and child welfare services that meets the needs of children receiving protective services; Supervises department employees, including assigning and reviewing work, training completing performance evaluations, and making recommendations on hiring, terminating, and disciplining personnel; Selects, motivates, and evaluates department staff; provides or coordinates training and works with employees to correct deficiencies; Plans, directs, and coordinates, through staff, the program work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures; Supervises, plans, projects milestones, schedules, scopes, and monitors the implementation of programs; Establishes procedures and processes; sets work priorities; provides technical work direction; plans and conducts staff training; evaluates staff; implements disciplinary procedures as necessary; Provides leadership and direction in the development of short and long range plans; gathers, interprets and prepares data for studies, reports and recommendations; coordinates program activities with other departments and agencies as needed; Motivates and works with employees to correct deficiencies; Plans, directs, and coordinates the department work plan; Maintains, supports, promotes and enhances the Program at all sites; Makes regular visits to sites to interact with participants and to insure compliance with all operating standards; Attends meetings and training events as required by program specifications; Issues monthly, quarterly and annual reports on program services and activities as required; Supervises the timely completion of appropriate paperwork and maintenance of financial databases that support maximum reimbursement to the County from all funding sources; Acts as primary contact person for the programs clientele, partners in the program, as well as personnel in other County Departments; Identifies all available funding sources to meet program needs and writes grant applications to those sources that can best extend available resources to the program and its participants; Plans, coordinates and administers federal, state, and County assistance programs; maintains checks and balances on program budgets; Develops, analyzes, organizes, administers, and monitors, budgets program designs, and applications for grant proposal; Assists Department Head in the preparation of annual budget request as well as assists with routine monitoring of budget revenue and expenditures throughout each fiscal year to ensure sound financial stewardship of public resources; Keeps Department Head or designee updated on program issues, initiatives of the Program and community outreach programs; Projects program participation and identifies resource requirements and costs; Represents the division and provides technical assistance, information and guidance to county staff, sub-recipients, and agencies for the implementation and administration of grant programs; Responds to requests for information on program policies, and plans and conducts public hearings for site program; Prepares data analysis, grant applications, special reports and recommendations for site program; Prepares agendas for Commissioners Court, committees, citizen group meetings and other gatherings; Maintains current knowledge about an array of assistance programs; the application process or processes necessary to access benefits; Explains benefits available and assists residents with obtaining benefits; May travel to and meet with clients at home or other locations; Serves as liaison with organizations in El Paso County; Ensures compliance with all contractual obligations necessary to maintain satisfactory performance on contracts as well as any other funding/contract agency; Plans, organizes and implements regular staff development activities to ensure that staff are knowledgeable about issues related to program needs and meeting statutory reporting requirements as well as all information necessary to ensure a high level of contract compliance by all program staff; Designs services for given interest groups to enhance and grow the program; Identifies and solicits federal, state and local resources to supplement County funding for financial assistance for services; Prepares and presents financial and program status reports for Commissioners Court and other entities; Is responsible for compliance with all policies, procedures, administrative rulings, and training and certification requirements; Initiates and maintains contacts with various community organizations regarding program operations; Prepares, in writing, any items that need approval by Commissioners Court and submits them for Court approval in a timely manner with all appropriate documentation; Notifies persons requesting assistance of the disposition of their solicitation; Provides training and development to assigned staff; Enforces personnel rules and regulations and work behavior standards; Counsels, motivates and maintains harmony; Attends and participates in meetings, training and information sessions; Stays abreast of new trends and innovations in the field; Provides for staff coverage of all sites through the use of substitutes or by working site as needed; Functions as program safety officer to ensure that all program locations are safe environments for participants and staff and coordinates with El Paso County Risk Manager on all issues related to observance of appropriate County safety policies and procedures; Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and Creates a high quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills. Other Important Duties Travels within the County Performs such other related duties as may be assigned. Be available for work beyond standard workday or workweek hours as necessary; As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor. Depending on area assigned: Receives receipts from child placing agencies or other individuals authorized to make purchases for children in need of protective services; Receives receipts from agencies or other individuals authorized to make purchases for specific programs assigned; Submits vouchers with receipts of authorized purchases to the County Auditor for reimbursement to the specific agency or individual making purchases for the programs needs; Addresses infrastructure, housing, and other community and economic development issues required for successful strategic planning, grant writing, contract management and project implementation; Manages site contracts for the department including preparation of routine and ad hoc reports and publications related to the project; Manages site contract performance including submitting contracts, contract amendments or modifications for legal review and to state and local agencies for approval and management of project scope of work and project reimbursements; Initiates procurement processes for professional services and equipment purchases for site programs; Participates in program negotiations and outside funding sources; Evaluates the effectiveness of the Nutrition Program by closely monitoring the Nutrition meal contractor and their service, quality and timeliness of delivery of meals; Coordinates with the Nutrition meal contractor to determine and plan menus that meet federal nutritional guidelines; Is the day-to-day liaison with Nutrition meal contractor on all activities necessary to ensure the preparation and delivery of a daily 1/3 Required Dietary Allowance (RDA) congregate or home delivered meal to program participants; Manages the County's Pauper Burial Program; Job Summary The Community Service Program Manager under general direction, provides overall management of a specific program providing assistance in services programs. The incumbent performs all aspects of program administration which includes management of the program, staff supervision, and contract management.
