Performs a variety of semi-skilled manual work tasks involved in the maintenance of roads, buildings, structures and equipment, or refuse collection work involving continuous heavy physical labor as a major work assignment; and performs other related duties as assigned.

Experience and Training: ONE YEAR of manual unskilled and/or semi-skilled work experience in general construction and/or maintenance; or any equivalent combination of experience and training.

Driver's License: Applicants must possess a valid driver's license at the time of appointment.

Duties Summary Operates and maintains one or several harbors or other boating facilities representing harbor activities which are operationally moderately active and complex; acts as the senior on-site representative of harbors management at the assigned harbor complex; and interprets and enforces State laws, and rules governing small boat and commercial harbors and tariff; usually, supervises one or two clerical or laborer positions; and performs other related duties as assigned. Minimum Qualification Requirements To qualify, you must meet all of the following requirements: Basic Experience/Education: One (1) year of full-time work experience requiring the ability to read and understand oral and written instructions; write simply and directly; and make simple arithmetic computations (addition, subtraction, multiplication and division). This requirement may also be met by possession of a high school diploma, or equivalent. Specialized Experience: Two and one-half (2-1/2) years of full-time experience which involved meeting and dealing effectively with people in a person-to-person work relationship. Such experience must have demonstrated the ability to: A. establish and sustain positive relationships with people; B. elicit and provide pertinent information; C. read, understand and apply various rules and regulations; and D. prepare clear and concise reports. Examples of acceptable work experience include but are not limited to: 1) managers, such as a Harbor Agent, who in operating and maintaining a project or project area, establishes and maintains continuing relationships with clients and users, applying various rules and regulations; and 2) professional, para-professional, or clerical workers and others who deal constantly with clients in eliciting and providing information and in providing advice/guidance. Examples of non-acceptable work experience include, but are not limited to, experience as a sales clerk, office clerk, station attendant, counter worker or other such experience which may have involved much contact with people but only in a minimal context (such as in taking or filling an order). Harbor Operations Experience: Six (6) months of work experience in harbor operations which included participation in such activities as the assignment of vessels to berths; direction and control of movement of vessels in the harbor; recording and reporting vessel arrivals and departures; preparation and collection of charges for use of harbor facilities; and enforcement of harbor rules and regulations. In order to be qualifying, the work must have involved substantive participation in harbor operation activities. Experience limited to peripheral supportive activities such as maintenance or groundskeeping functions will not qualify for Harbor Operations Experience. Supervisory Aptitude: Applicants for Harbor Agent III must possess Supervisory Aptitude. Supervisory Aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments or by favorable appraisals by a supervisor indicating the possession of supervisory potential. Substitutions Allowed: Relevant substitutions as described in the Minimum Qualification Requirements will apply (click link below). License: A valid driver's license is required at the time of appointment (i.e. start date). Federal Criminal History Records Check: In accordance with Federal regulations, persons who are being considered for employment in positions which require unescorted access to secured areas at the harbor must undergo a pre employment fingerprint-based criminal history record check. In order to be granted the Transportation Worker Identification Credential (TWIC) clearance, prospective employees must not have been convicted, or found "not guilty by reason of insanity," of a disqualifying criminal offense within seven years from the date of appointment. Upon recommendation for hire, prospective employees will be required to successfully undergo the fingerprint-based criminal history record check and be found free of disqualifying convictions during the preceding seven years. The cost for the records check will be the applicant's responsibility. However, upon hire, the employee will be reimbursed provided he/she submit the TWIC receipt to his/her supervisor.
