The primary purpose of this position is to provide a variety of functions such as investigations, inquiries, and administrative actions relative to or resulting from personal complaints; disclosures under the Fraud, Waste, and Abuse program; Congressional and other high level inquiries; and complaints for which the Inspector General is responsible for processing.

Responsibilities

  • Performs assignments related to activities for Complaints Resolution (CRP) and Fraud, Waste, and Abuse (FWA) Programs.

  • Conducts activities for the center/wing Complaints Resolution (CRP) and Fraud, Waste, and Abuse (FWA) Programs, ensuring compliance with legal and regulatory requirements.

  • Investigates a variety of IG complaints and FWA allegations, and documents the analysis, conclusions, and findings.

  • Participates in the development, review, and implementation of MAJCOM IG policies and procedures.

Qualifications

SPECIALIZED EXPERIENCE:

GS-5: Applicants must possess a four year course study leading to a Bachelor's Degree or three years of general experience equivalent to at least the GS-04 grade level in the Federal service of which experience demonstrates your ability to perform the work of General Inspection, Investigation, Enforcement and Compliance, or a combination of experience and education.

GS-7: Applicants must possess one full year of graduate level education or superior academic achievement or one year of specialized experience to at least the GS-05 grade level in the Federal service or other equivalent pay systems, or a combination of experience and education. Examples of specialized experience includes knowledge and skill in basic principles, concepts and practices of the complaints resolution process.

GS-9: Applicants must possess a Master's Degree or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. if related or one year of specialized experience to at least the GS-07 grade level in the Federal service or equivalent pay systems, or a combination of experience and education. Examples of specialized experience includes knowledge of laws, regulations, Executive Orders, court decisions and issues related to the IG complaints process.

GS-11: Applicants must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related or one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service or other pay systems, which demonstrates the particular knowledge, skills, and abilities to successfully perform the duties of the position, or a combination of experience and education. Examples of specialized experience includes knowledge of laws, regulations, Executive Orders, court decisions and issues related to the IG complaints process, investigative techniques and procedures to conduct a range of investigations.

GS-12: Applicants must possess one year of specialized experience to at least the GS-11 grade level in the Federal service or other pay systems which demonstrates the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include comprehensive knowledge of the laws, regulations, Executive Orders, court decisions, and issues related to the IG complaints process, fraud, waste and abuse disclosures, the Freedom of Information Act and Privacy Act and skill to apply said knowledge to a variety of difficult and complex work assignments.

GS-13: Applicants must possess one year of specialized experience to at least the GS-12 grade level in the Federal service or other pay systems which demonstrates the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience includes mastery of a wide range of concepts, principles, practices and laws pertinent to the IG Investigations and Inquiries activities, expert knowledge of investigative techniques and relevant legal framework and skill to interpret laws or regulations and develop guidelines and negotiating/resolving complex problems in a wide range of programs and subjects.

GS-14: Applicants must possess one year of specialized experience to at least the GS-13 grade level in the Federal service or other pay systems which demonstrates the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience includes mastery of a wide range of concepts, principles, practices and laws pertinent to the IG Investigations and Inquiries activities. Expert knowledge of investigative techniques and relevant legal framework and skill to interpret laws or regulations and develop guidelines and negotiating/resolving complex problems in a wide range of programs and subjects. Knowledge of installation program goals, objectives; IG functions, operations, policies, procedures and practices.

GS-15: Applicants must possess one year of specialized experience to at least the GS-14 grade level in the Federal service or other pay systems which demonstrates the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include mastery of a wide range of concepts, principles, practices and laws pertinent to the IG Investigations and Inquiries activities. Mastery knowledge of federal law, Executive Orders and policies governing and interpreting laws or regulations, guidelines and negotiating/ resolving complex problems within a wide range of programs and subjects.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Knowledge of the laws, regulations, Executive Orders, court decisions, UCMJ, and issues related to the IG complaints resolution process; investigative techniques, principles, and procedures to conduct a range of complex investigations of allegations of fraud, waste, and abuse or other complaints of wrong-doing or inappropriate behavior on the part of federal military and civilian employees.

Skill in planning and conducting interviews, inspections, and investigations to analyze the nature of the complaint and specific issues to be

addressed.

Skill in review and analysis techniques and methods to appraise assigned programs or projects; identify needs and solutions; monitor progress;

and evaluate success.

Knowledge of the Freedom of Information and Privacy Acts.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. VIEW JOBS 11/8/2019 12:00:00 AM 2020-02-06T00:00 Description:Lead C-130J Airframe and Powerplant General (APG) Field Service Engineer (FSE). This position is located at a customer site at Patrick AFB, Florida. The FSE will advise/assist the customer on all matters pertaining to the daily maintenance, inspection, logistics, and operation of the C-130J aircraft. Applicant requires extensive C-130J aircraft experience with the C-130J Airframe, Powerplant and installed mechanical systems and must possess a general knowledge of all aircraft systems. Experience in troubleshooting, operation, modification and inspection methods relative to the installed systems is essential. Position involves significant interface with customer personnel at all levels; excellent communication skills, both oral and written, are required. Tasks include but are not limited to the following: Provide on-site/on-equipment engineering assistance and technical advice including investigation, engineering analysis and interpretation of results to customer personnel. Assistance to the customer will be provided on all aspects of equipment operations including installation, maintenance and operation techniques, adjustment, calibration, trouble shooting, bench check, routine maintenance, inspection and intermediate level repair. Provide advice in the identification of and instruction on the use of special tools, handling equipment and test equipment associated with the C-130J aircraft. Provide advice and assistance on the use and interpretation of C-130J technical orders, Engineering Change Proposals (ECPs) and other related technical publications. Provide on-going surveillance of shop maintenance and safety practices; provide technical advice and recommend corrective measures necessary to ensure adequate maintenance and safety procedures are followed to minimize future problems. Assist the customer in troubleshooting of unusual and difficult maintenance issues associated with C-130J aircraft. Analyze maintenance problems and suggest improvements where indicated. Provide liaison between customer, Original Equipment Manufacturer (OEM) and Depot on related maintenance and operational problems. Provide advice as requested to assist in accident investigation and preparing failure data reports. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. Must be a US Citizen. Must have at least an Interim Secret Security Clearance. This position is located at a facility that requires special access. Must pass Medical Physical after offer acceptance.
