Duties

The RE functions include supporting the Senior Resident Engineer (SRE) by participating in design management with the CFM Project Manager (PM) and VA Medical Center (MC) stakeholders; and when applicable, monitoring various ongoing construction activities and schedule for conformance with contract requirements. The major duties and responsibilities include, but are not limited to:

  • Overseeing civil, structural, mechanical, electrical, or architectural aspects of construction.

  • Supporting processing of easements, pertinent deeds, local code requirements, and restrictions.

  • Participating in the coordination of utility service tie-ins and outages to minimize disruption to ongoing operations.

  • Interacting with the CFM PM and Schedule Consultant to help determinate recovery of lost time due to unanticipated events [e.g., weather, delays in material shipments, unanticipated site work problems, etc.].

  • Coordinating with local stakeholders and VA Central Office staff.

  • Recommending solutions to resolve unusual or unique problems related to hospital design or unanticipated issues occurring during the actual construction of facilities.

  • Identifying potential construction related issues to the SRE.

  • Reviewing comments from other professionals in a formal response to Architect Engineer (A/E) firms when necessary.

  • Interpreting drawings and specifications for the contractor.

  • Administering on-site construction and monitoring coordination of work.

  • Coordinating commissioning activities for their area of assignment.

Physical Requirements: The work is partially sedentary with regular and recurring travel to proposed and ongoing construction sites for extensive walking, climbing, and crawling at times to inspect completed work. The work requires communication skills to obtain local permits, negotiate changes to contracts, and keep abreast of all activities and construction progress. The position also oversees safety requirements within the construction perimeter to assure patients, staff, and construction team safety.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

You must possess at least one (1) year of specialized experience as described below:

GS-12 grade level: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. To qualify at the GS-12 level, applicants must have 52 weeks of specialized experience equivalent to at least the GS-11 level in Federal Service. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Examples of specialized experience include: involvement as a planner, project manager, designer, or construction manager [removing licensed]; construction manager on a major infrastructure and/or medical facility project; construction & project management principles, methods, and tools for developing scheduling, coordinating and managing projects; initiation and execution of processes involving negotiation, issuance, and administration of contract changes on construction contracts; development of statement of work, negotiation, issuance, and administration of A/E Construction Period Services, Testing Lab, Commissioning, and associated contracts during construction. [NOTE: Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. Education

There is no educational substitution for this position; however, you must meet the Basic Education requirement.

A. Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. [COPY OF BACHELOR'S DEGREE TRANSCRIPTS REQUIRED WITH APPLICATION]

OR

B. Combination of education and experience. college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1.Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2.Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3.Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4.Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. [The above examples of related curricula are not all inclusive].
