Duties

CSS supports all components of VA nationwide including professionals within CFM, including but not limited to, providing support on building project design issues, subject matter expertise in all matters pertaining to VA's major design and construction programs, and serving as VA's authoritative source for advice on issues at existing VA Medical Centers. The Building Systems Engineer serves as the VA subject matter expert in all matters related to BAS requirements and practice for support of quality VA building design, construction, and facility life cycle activities.

The major duties and responsibilities include, but are not limited to:

  • Providing guidance, review, facilitation, and advisory support related to building automation systems to internal and external stakeholders.

  • Resolving complex and unusual problems and difficulties associated with building systems design, construction, and operations for specialized VA facilities.

  • Developing and maintaining expertise in state-of-the-art smart BAS, including Government requirements, industry standard-of-care, and relevance to modern building rating systems.

  • Conducing comprehensive investigations or studies to resolve and troubleshoot complex problems that occur throughout various phases of building construction projects.

  • Collaborating with industry professionals and project stakeholders within and external to the facility.

  • Conducting training sessions to various project stakeholder groups to communicate developments in BAS and evolving requirements for complex building systems applied to medical facilities.

  • Providing guidance and implementing policy directives on building systems issues in support of VA's Major Construction Program.

  • Developing and presenting written and oral reports to other professional engineers and architects on difficult problems as they occur during and after design or construction.

  • Evaluating findings against current methods, designs, standards, and specifications and evaluating feasibility for VA use.

  • Acting as the Design Support Team (DST) lead, chairing a team of SMEs reviewing VA Major Construction project design documents for compliance with codes, standards, and VA requirements.

  • Participating in various VA committees such as CFM Sustainability Working Group(s) and Veterans Health Administration (VHA) Variance Committee.

  • Participating in various project design, construction, and commissioning events in consultation with the CSS Director.

  • Assisting in developing Statements of Work for VA projects, as related to BAS.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date 07/08/2024 of this announcement.

You must possess at least one (1) year of specialized experience as described below:

  • NOTE: Applicant must have demonstrated knowledge and working experience in the building automation systems.*

GS-14 grade level: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. To qualify at the GS-14 level, applicants must have 52 weeks of specialized experience equivalent to at least the GS-13 level in Federal Service. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Examples of specialized experience include extensive knowledge in the Building Automation systems, including: HVAC controls, central heating and cooling utility plant controls, energy system controls, lighting controls, electrical system controls, and systems optimization controls; central utility plant optimization and energy systems in large campus and hospital settings; designing and evaluating Building Automation systems; building Automation systems in healthcare facilities; reviewing and commenting on AE design documents; reviewing contractor submittals and RFIs, and providing authoritative interpretation on governing codes and safety issues to meet certification standards; developing guidance and implementing policy directives on Building Automation systems issues in support of owner's Construction Program; developing and conducting technical training sessions to various project stakeholder groups. [NOTE: Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level].

This position includes a Quality Ranking Factor (QFR) - are knowledge, skills, and abilities/competencies that could be expected to significantly enhance performance in a position but are not essential for satisfactory performance. A. Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. [COPY OF BACHELOR'S DEGREE TRANSCRIPTS REQUIRED WITH APPLICATION]

B. Combination of education and experience. college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1.Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2.Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3.Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4.Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. [The above examples of related curricula are not all inclusive].
