The primary duties of the General Engineer will be to assist with managing the facilities operations, maintenance, and recapitalization in support of an industrial equipment modernization initiative for a large U. S. Army organization, with multiple major subordinate commands, and over 20 military installations. Coordinate the facility repair and upgrade requirements to support over 100,000 pieces of major industrial equipment and processes. Assist with the execution of a strategic and technical review of industrial equipment and processes valued at over $250,000 per item, at 12 Army Depots/Arsenals. Provide technical expertise and assistance to installations in determining deficiencies and developing plans to recommend improvements based on equipment and process requirements. Use engineering and planning experience to prioritize the most critical repair projects for execution. Serve on an existing integrated planning team with staff from various supervisory and subordinate organizations, to analyze equipment maintenance, replacement plans, and future workload projection impacts. Requires strong meeting facilitation, stakeholder and agency coordination, strategic planning, and project programming experience. Other responsibilities may include but are not limited to:
Conduct facility and infrastructure requirements analyses and capacity assessments
Project Planning ability to develop successful project execution plans including storyboarding process and product expectations
Develop a Capital Investment Strategy IAW DOD Service and customer specific criteria
Provide technical review, oversight, and management support on project submittals, including project scope, work classification, and cost estimates
Conduct an inventory evaluation to support the Equipment Modernization Initiative and improve the planning and programming of future requirements
Evaluate existing industrial equipment inventory, including capabilities, age, condition, service life, current value, replacement value, and other data required to modernize the equipment
Assist with developing recommendations to improve the planning and programming processes for major industrial equipment operations, maintenance, recapitalization, and efficiency
Recommended modernization strategies for industrial equipment and processes for existing and future facilities to ensure requirements are synchronized, planned, and programmed
Successfully collaborate in the exchange of information between stakeholders through effective written, graphic (Power Point/CAD/GIS/Hand Sketches), and verbal communication
Build consensus and support for planning and prioritizing efforts to bring stakeholders together with opposing views and interests in order to successfully manage the program
Review and preparation of economic analyses
