Duties
Performs a broad range of multidisciplinary professional engineering work to manage test and evaluation (T&E) efforts for assigned program(s). Applies test expertise, knowledge and mastery of advanced engineering theories, principles, concepts, standards, and methods to modify and extend theories and/or practices in the specialty field. Ensures the T&E strategy is aligned with and supports the approved acquisition strategy, so that adequate, risk-reducing information is provided to support management decisions.
Develops metrics and interprets analysis and results to ascertain needed changes or modifications to test and evaluation programs. Provides significant and innovative recommendations for advancing programs and/or oversees changes in methods or materials directed by changes in requirements, technological advances, or shortcomings in design and/or performance.
Serves as a consultant and technical test expert on problems, issues, and projects to senior subject matter specialists and/or agency officials for assigned program. Initiates and provides technical direction, management and administration for assigned engineering programs and projects. Resolves T&E area problems related to assigned programs and projects.
Participates in planning conferences, prepares management reports, and conducts technical presentations for planning, implementation, and corrective action. Develops and maintains effective working relationships with all associated personnel. Meets with key personnel to assess customer satisfaction, explain organizational policy and procedures, and resolve issues.

Must possess a Bachelor's Degree in Engineering from an institution with an ABET accredited engineering program.
Employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. The employee must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.
Provides technical evaluations for test readiness reviews, technical and safety review boards.
Contributes to AFLCMC/WII's Digital Transformation efforts, initiating/maturing/pursuing model-based systems engineering (MBSE) and other Digital Engineering methods as applied to Test and Evaluation.

Basic Requirements:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1.Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2.Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3.Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4.Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
In addition to the above, KSA below must be demonstrated:
Knowledge, Skills, and Abilities (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of professional engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced multidisciplinary engineering theories and concepts to test and evaluation activities and advisory services.
Knowledge of advanced system/item development testing and evaluation sufficient to apply experimental theories and/or new applications to issues and provide technical advice and direction in support of test activities.
Knowledge of the principles of system engineering and program management to ensure system requirements, interfaces, capabilities, and program factors are considered in planning, monitoring, and reviewing tests and test results.
Knowledge of security guidelines, safety issues, and relevant government and industry standards, regulations, practices, and procedures.
Skill in negotiating and/or defending test results, test program concepts, and in communicating clearly, concisely, and with technical accuracy, both orally and in writing.
Ability to execute projects and/or studies within established financial and/or time constraints; to gather, assemble, analyze facts, form conclusions, devise and recommend solutions to problems; and work in a professional manner with peers, management, contractors, academia, and other agencies.
Additional Info/ Requirements:
In this positionyou willserve as the Lead Test Engineer on major systems/subsystems development within the Medium Altitude UAS Division portfolio. You will be responsible for systems engineering activities for the design, development, production, test, and support of assigned systems. You will represent the organization by engaging with functional counterparts, HQ AFMC, DoD, other federal agencies, industry and Foreign Military Sales partners and academia. You will oversee the production, testing and on-time delivery of MQ-9 systems to the warfighter, all while ensuring airworthiness and Operational Safety, Suitability and Effectiveness (OSS&E) requirements are met.
As the lead test engineer, this position will perform the Test & Evaluation (T&E) activities executed by AFLCMC Detachment 3 to meet performance requirements, as well as providing engineering support for planning, conduct, and reporting of test and evaluation projects. Candidate must currently possess or be eligible for Top Secret/SCI security clearance.
Applies knowledge of the principles, methods, & techniques of T&E;
Provides oversight and engineering support for developing test strategy documents, test plans and test reports, test discrepancy documentation and resolution.
Provides technical evaluations for test readiness reviews, technical & safety review boards.
