The Marion VA Medical Center in Marion, Illinois is seeking three (3) full-time General Engineers to join the Engineering Service. The incumbents are responsible for all professional, technical and administrative tasks that are required to successfully complete projects for the Marion VA Health Care System.

Your duties may include (but are not limited to):
Preparing and reviewing designs, plans, specifications and cost estimates for projects;
Serving as the technical advisor during the contract negotiations for both Architect / Engineers and Construction Contracts;
Reviewing and supervising the work of Architect / Engineers under contract for correctness, completeness and compliance with various building codes and VA requirements;
Serving as a consultant in the planning, design and supervision of new construction and alterations to existing buildings, grounds, utility plans and systems; and
Conducting engineering surveys, determining construction requirements, preparing plans and specifications, analyzing equipment requirements, estimating labor and material costs, reviewing project submittals and shop drawings, preparing project status reports and supervising construction projects.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/26/2018.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Degree (bachelor's or higher) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics (b) strength of materials (stress-strain relationships) (c) fluid mechanics, hydraulics (d) thermodynamics (e) electrical fields & circuits (f) nature and properties of materials (relating particle and aggregate structure to properties) and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Transcripts required. OR
Combination of education, experience and/or training
Professional Registration or Licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Documentation must be provided. OR

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
You will work throughout all areas of the VA Medical Center. In some cases, you will need to go into out-of-the-way areas such as interstitial areas, pipe chases, roofs, attics, etc., which may require kneeling, bending, stooping, crawling, etc. Project demands may require work at other than normal administrative hours.
