The General Engineer is located in the Construction and Environmental Section of Engineering Service at the VA Medical Center, Dayton, Ohio. This is an Engineer working as a General Engineer. Responsibilities

Determines requirements, reconnaissance, location and prepares designs, specifications and estimates. Applies a broad knowledge of methods, precedents and standards to significantly diverse and intense work complexities. Work complexities require not only adaptation or modification of precedents but a versatile and innovative approach to solve problems where serious conflicts exist between management requirements and engineering principles. Performs or directs surveys and investigations to establish baseline data necessary to initiate design. Evaluates baseline data and incorporates salient factors into design considerations and solutions. Evaluates design objectives, performs complex technical calculations, identifies most economical and efficient procedures for project design and performance, considering all influences. Additional duties include but is not limited to the following:

  • Provides professional advice to peers, subordinates or non-professional administrators or managers.

  • Reviews or directs the review of plans, specifications, and analyses of design as submitted by subordinate engineers.

  • Provides professional oversight and/or project management for construction or maintenance efforts.

  • Performs scheduling and layout of operations, and inspections and surveillance of materials, methods, and equipment used in construction.

  • Prepares detailed cost estimates for use in obtaining project funding and bid evaluation.

  • Prepares correspondence, technical reports, estimates, fact sheets, status reports and schedules as required to complete project assignments.

  • Consults with contractor personnel to resolve difficult and complex unforeseen problems and latent conditions developing during construction.

  • Prepares sketches or changes drawings and specifications solving the problem and incorporates these change documents into the contract performance documents.

Physical Requirements:The work places no special physical demands on the employee. The work includes some walking, standing, sitting, bending, climbing, crawling or reaching to inspect buildings at various stages of construction.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/07/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

The physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

  • Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering position.

  • Written Test-- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for Basic Requirements:
  • Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR

  • Applicants may also combine education and experience to qualify at the GS-12 level. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.

  • Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program. Applicants for positions that involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science must meet the basic requirements in paragraph A. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-12. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

  • Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.

  • Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) A copy of transcript must be submitted with your application
