SUPERVISES: There are direct reports with this position.

POSITION SUMMARY: Under limited supervision, the General Engineer serves as a Project Coordinator for small to intermediate construction projects and/or space utilization planning and implementation. Employees in this job class are responsible for ensuring the project scope is adhered to and both the construction budget and schedule are on target and OBO management is apprised of any potential problems; and assisting the post Facility Manager (FM) and the OBO Project Director (PD) during the transition from construction to occupancy. This job class requires advanced knowledge of various engineering theories, concepts and principles.

TYPICAL DUTIES:1. *Assists in managing one or more base-executed projects simultaneously and serves as the Squadron's point of contact for projects until their completion.



  1. *Develops the projects statement of work (SOW) inclusive of specification, drawings, schedules, budgets and milestones in coordination with functional elements.

3.Develops and implements a comprehensive method for analyzing and evaluating space utilization across the base, including coordinating space deficiencies and overages among building occupants. Develops courses of action to optimize space utilization through facility renovations and/or personnel relocation and briefs those options for decision by base leadership.

4.Applies knowledge of building codes, including fire protection and ADA guidelines, to identify constraints and/or feasibility of current and proposed facility utilization.



  1. *Monitors the site investigation, design, and construction phases of the assigned projects to identify issues and coordinates changes so that the project progresses properly.

  2. *Maintains familiarity with the project through regular site visits and/or communications with customer; and serves as the project point of contact in conducting internal and external coordinative activities needed to integrate and facilitate project activities.

  3. *Assists the Contracting Officer (CO) in the development of contract strategies to take into account practices in the country and local site conditions, methods of estimating requirements and costs, existence of qualified general contractors and subcontractors, availability of material, political and economic climate and other similar factors.

  4. *Prepares and/or reviews and accepts project status reports on field construction matters and forwards to management; highlights problems and recommends solutions; and provides oral briefings and/or papers on assigned projects to the Squadron Commander and or Program Manager, as well as to higher-level managers throughout OBO.

  5. *Assists the CO with and participates in the evaluation of bids/proposals and in development of a recommendation for contract award; coordinates the review of project plans and specifications prior to contract award to determine practicability from a construction standpoint for a specific site and conditions, whether construction difficulties have been anticipated, if materials selected are readily available and whether local building codes and requirements have been considered. 10. *Oversees the preparation of, or prepares, original design and preliminary and final layout of civil/structural projects, including size, capacity, and economy. 11. *Participates in final on-site inspection.

  6. *Performs contract related services such as writing scope of work, estimating, site surveys, contractor selection, negotiations, performance monitoring, product design, review, and evaluation, inspection and acceptance of bids.

  7. *Prepares detailed cost estimates for use in obtaining project funding and bid evaluation.

  8. *Considers the strength of various materials, e.g. timber, concrete, steel and brick, to see how their inclusion may necessitate a change of structural design.

  9. *Works with other designers, including architects, to agree on safe designs and their fit with the aesthetic concept of the construction.

  10. *Examines structures at risk of collapse and advising how to improve their structural integrity, such as recommending removal or repair of defective parts or rebuilding the entire structure.

  11. *Prepares drawings, specifications and computer models of structures for building contractors.

  12. *Works with geotechnical engineers to investigate ground conditions and analyses results of soil sample and in situ tests.

  13. *Works with construction contractors to ensure that newly erected buildings are structurally sound.

  14. Performs other duties and special projects as assigned.

MINIMUM QUALIFICATIONS:• Supervisory skills to hire qualified employees, provide for their professional development, administer performance management and disciplinary processes effectively, and address employee relations appropriately;

  • Seven or more years of combined experience in commercial building management, general maintenance and construction skills including mechanical, HVAC, carpentry, electrical, plumbing, and painting, construction and manufacturing process engineering.

  • Experience in various professional engineering theories, concepts and principles as they relate to design, construction and renovation.

  • Experience in contracting regulation and procedures, cost and price analysis, auditing and inspection.

  • Experience with computer aided design and development (CAD) or similar software sufficient to develop sketches, shop drawings and design drawing and modify existing documents produced by such software.

  • High level of computer expertise including word processing, spreadsheet, AutoCAD, project, Internet, and presentation software applications.

  • Mathematical skills to include the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

  • Knowledge of construction methods.

  • Knowledge of Cal OSHA and OSHA occupational safety regulations; Fire, Hazmat, Title 22, and California and local building codes.

  • Ability to estimate cost of labor and materials for projects; create comprehensive drawings and write corresponding specifications; manage construction projects.

  • Flexibility to respond to changing work priorities and handle numerous projects at the same time.

  • Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, stenography and transcription, designing forms, and other office procedures and terminology.

  • Knowledge of principles and processes for providing customer and personal services to include customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.

  • Knowledge of government contracting requirements preferred.

EDUCATION REQUIREMENTS:

Bachelors in Structural or Civil Engineering or related field

A comparable combination of formal education and work experience will be considered.

CERTIFICATES OR LICENSES REQUIRED:

The following licenses or certificates may be required depending on local, state and/or contract requirements.

Valid Driver's License

PHYSICAL REQUIREMENTS:

Employees must have the ability to perform the following physical demands for extended periods of time with or without assistance:

  • Answering phone/making calls

  • Viewing computer screen

  • Utilizing keyboard

  • Maneuvering to and around worksite and equipment

  • May require standing, walking, walking on uneven surfaces

  • Bending, kneeling, stooping and reaching

  • Lifting or moving materials up to 35 pounds

  • Climbing ladders

WORK ENVIRONMENT:

Work is performed at a customer's location in an office/shop environment and on job sites in a construction environment with various tools and equipment. Employees may be exposed to hazardous equipment, toxic substances, noise from equipment, and depending on external weather conditions, wind, rain, cold, and heat.
