Job Description

Basic Purpose

The Council on Judicial Complaints is an executive branch agency charged with receiving and investigating complaints concerning the alleged misconduct of judicial officers presiding over courts created by the state or municipalities of the state. The Council is seeking qualified applicants for a full-time General Counsel position to administer the investigation process, provide legal research and guidance, and perform other activities related to the Council's responsibilities.

Typical Functions

The following are examples of major job duties this position is expected to perform:

• Responsible for the maintenance and administration of the investigation process to include evaluation, investigation, and both oral and written presentation of all findings to the Executive Director and three-member Council

• Draft legal documents to include, but not be limited to: findings, conclusions, and recommendations; subpoenas; letters of caution or warning; pleadings; and other legal memorandum

• Collaborate with the Executive Director and Council Members to identify and mitigate legal risks and identify long term procedures

• Provide legal guidance and counsel to the Executive Director in matters of agency programs, operations, and administrative programs and processes

• Communicate with external stakeholders regarding the filing of judicial complaints

• Engage with judicial officers through formal and informal judicial education regarding the Code of Judicial Conduct and other applicable laws

• Assist Executive Director with the implementation and administration of program changes in state and federal regulations and ensure compliance with applicable laws and regulations

Knowledge, Skills, Abilities and Competencies

Knowledge Skills and Abilities required at this level include knowledge of applicable state and federal statutes and regulations relating to the agency's operations; the legislative, administrative, fiscal processes and procedures of the agency and Oklahoma state government; leadership and managerial practices and principles; and formulating and implementing strategic plans for the legal department.

Skills required at this level include skill in managing a legal department with diverse programmatic and administrative legal issues; resolving legal issues through negotiations or the administrative process to avoid litigation; and anticipating legal responses to changing programmatic and administrative statutes, laws, rules, processes, and procedures.

Abilities required at this level include ability to provide guidance on complex legal data from a variety of sources; and provide leadership to legal staff and the agency in a changing culture or environment.

Education and Experience

Education and Experience requirements at this level consist of a Juris Doctor degree plus 12 years of experience as a practicing attorney, including four (4) years as a managing attorney or equivalent and three (3) years as supervising attorney or equivalent, and an active membership of the Oklahoma Bar Association.

Note: No substitution will be allowed for the four (4) years as a managing attorney or equivalent and three (3) years as supervising attorney or equivalent.

Special Requirements

The Council on Judicial Complaints seeks an applicant with the highest level of integrity and ability to engage with high-level officials and executives relative to serious allegations of misconduct while maintaining utmost professionalism and decorum. The applicant must demonstrate an ability to maintain confidentiality of highly sensitive information in addition to excellent written and oral advocacy skills of sensitive subject matters. The position requires in-state travel throughout the state to be reimbursed pursuant to the Oklahoma State Travel Reimbursement Act.
