About the State Comptroller's Office:

The mission of the State Comptroller's Office is to carry out the constitutional responsibilities of the Comptroller by: Informing the public about the Indiana State government's finances; Maintaining the State's financial records and reports and paying the State's bills and employees accurately and efficiently; Taking a leadership role in the development of the State's financial policy; Upholding the public's trust and confidence by ensuring that Hoosier's tax dollars are accounted for and spent transparently; Serving as a check and balance within the executive branch to sustain accountability among state and local governmental entities and; Providing quality customer service to all who conduct business with the State of Indiana.

Salary Statement:

The salary for this position will be commensurate with education or work experience.

Role Overview:

The State Comptroller is looking for a highly motivated, energetic goal-oriented leader to fill the General Counsel position. As General Counsel, you will provide legal advice and expertise to Leadership and the Office in a number of areas including compliance with existing laws and regulations, administrative law, contracts, rulemaking, appellate law, and litigation.

A Day in the Life:

The essential functions of this role are as follows:

  • Prepare and render legal opinions to the agency's Leadership and management teams, as requested.

  • Provide legal assistance in the drafting of legal documents, agency policy, rules and regulations, resolutions, and other legal or related papers upon request.

  • Serve as legislative liaison, including drafting legislation impacting the Office and providing legal analysis of pending legislation.

  • Drafting contracts, ensuring compliance with public records requests, and assisting with legislative inquiries.

  • Advise staff concerning agency matters.

  • Conduct legal research and prepare reports on various topics as requested by the Comptroller and management team.

  • Manage agency litigation and coordinate legal matters with outside counsel.

  • Serve as the Ethics Officer for the agency.

  • Keep Leadership informed and up to date regarding any matters within the incumbent's responsibilities that are likely to have a significant impact on the agency.

  • Develop and implement ideas for cost savings and efficiency.

  • Operate assigned areas in a manner that enhances the agency's ability to provide fast, accurate, and friendly customer service to the people of the State of Indiana.

  • Provide reports regarding matters within the incumbent's responsibilities that are appropriate for public discussion.

What You'll Need for Success:

You must meet the following requirements to be considered for employment:

  • Admission to the Indiana State Bar.

  • Advanced knowledge of laws, legal codes, court procedures, and precedents.

  • Understanding of the Comptroller's purpose and strategies

  • Thorough knowledge of State programs and resources, public policy, and program evaluation.

  • Ability to develop and/or measure program outcomes.

  • Must possess excellent writing and communication skills and be able to present ideas and opinions clearly in verbal, written, and electronic form.

  • Strong leadership skills

  • Ability to establish and maintain effective working relationships with fellow agency employees.

  • Ability to treat all state employees with courtesy and respect.

  • Ability to create, maintain, and improve the culture of teamwork, excellent customer service, and cost-effective use of the people's resources.

  • Ability to discharge all job responsibilities with integrity.
