Job Description and Duties

Under the general direction of the Staff Services Manager I (SSM I), the General Auditor III (GA III) uses a full range of financial management analyses to evaluate the continuing care retirement community (CCRC) providers' annual audited financial statements to determine their financial stability and soundness and recommends plans of actions, as necessary. The GA III will also examine the organizational operation, internal management operation, and financial operation of both, non-profit and for-profit, CCRC providers and makes recommendations to resolve complex accounting and financial issues.

The SOQ serves as documentation of each candidate's ability to present information clearly and concisely in writing. When responding to the SOQ, please follow these guidelines:

Responses must be typewritten or generated by word processing on 8 ½" x 11" paper, using 12-point font, limited to one page, and include your full name in the header. Responses are to be complete, specific, clear, and concise. Answer each numbered item separately indicating the corresponding item number for each response.

1.Explain in detail how your training and experience makes you the most qualified candidate for this position.

2.Describe how you will support your management team to meet the goals and objectives of the Continuing Care Contracts Bureau, Adult and Senior Care Program, Community Care Licensing Division, and the Department of Social Services.

This position is subject to fingerprinting clearance by the Department of Justice.

Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are temporary in nature and shall not exceed twenty-four (24) months.

Candidates who reside outside of the State of California may be admitted to the job interview, but they must provide proof of residence in California prior to being eligible for appointment.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

The ideal incumbent will have professional certification in the financial field of practice. A Certified Public Accountant (CPA) would be the best; however, if not a CPA, certification as a Government Financial Manager, Internal Auditor, Financial Planner, or Fraud Specialist/Examiner would be the next best designations.

Because this is a highly unique industry and unrelated to any other Department program, membership in professional organizations for those types of designations is desirable since the memberships provide a resource for the GA III for which to consult. Success in this position will be experienced by individuals who have a college degree in business administration with concentration in finance and/or accounting. The GA III must possess excellent communication, organizational, and research skills and be able to work independently with little or no direction and in a team setting. The GA III must be proficient in computer programs to compose documents, spreadsheets, and charts as required.
